The above information was given by the Inspectorate of Kien Giang province in the inspection conclusion "on the implementation of the responsibilities of the head in performing the assigned functions, tasks and powers associated with the implementation of the law on management and use of financial revenue and expenditure, public assets... at Kien Giang Vocational College and its affiliated units".
According to the conclusion, the school violated nearly 20 billion VND in financial and budget management and use. Regarding revenue from the state budget, the school proposed to compensate for tuition exemption and reduction for students in violation of regulations with an amount of nearly 1.3 billion VND.
Regarding expenditures , the school spent nearly 3 billion VND from the allocated budget. Most of the expenditures were not from the correct irregular funding source (more than 2 billion VND), signed contracts to hire guest teachers to teach supplementary classes but did not use tuition revenue to pay (nearly 700 million VND)...
This educational institution also misappropriated more than 10 billion VND from production and service revenue. Of which, the principal and chief accountant created fake documents to pay for the cost of an international hotel management class of nearly 1.6 billion VND.
In addition, the school created fake records of teaching teachers (by contracting with qualified people to teach driving, renting unused cars, and paying monthly) to register the number of students with the Department of Transport, at risk of losing more than 3.2 billion VND; contracts with individuals who do not participate in teaching, at risk of wasting more than 540 million VND.
The establishment, management, use of funds and asset depreciation , the school violated more than 4.1 billion VND.
The provincial inspectorate pointed out that collective responsibility belongs to the School Council, the Board of Directors, leaders of the Planning - Finance, Organization - Administration, Training and Scientific Research departments... for the period from 2021 to May 2024.
Thereby, the inspection agency recommended that the Chairman of the Provincial People's Committee direct the school to organize a review, correct shortcomings, and recover the amount of money in violation.
At the same time, the Provincial Inspectorate proposed transferring two cases of forged documents and false records with signs of crime to the investigation agency for handling.
An Giang Provincial Inspectorate pointed out a series of limitations and violations at the Vinh Tre Commercial Center residential area project, and recommended transferring the case file to the investigation agency.
The principal of Phan Ngoc Hien High School (Nam Can District, Ca Mau Province) stated that the teacher who tutored students for 7 million VND to retake the literature exam was unreasonable and therefore was disciplined.
