On the evening of April 15, the Ho Chi Minh City Party Committee issued a press release on the results of the 39th Conference of the 11th City Party Executive Committee.

Accordingly, at the Conference, the Standing Committee of the Ho Chi Minh City Party Committee presented a draft Project on the arrangement and consolidation of provincial-level administrative units. The project builds a plan to merge three provincial-level administrative units including Ba Ria - Vung Tau province, Binh Duong province, and Ho Chi Minh City on the basis of implementing two tasks of arranging provincial-level administrative units and arranging commune-level administrative units; ensuring that after the arrangement, Ho Chi Minh City becomes a centrally-run city, promoting the potential and advantages of the three provinces and cities in terms of land area, population size, economic growth results, striving to be a new growth pole of the country and the Southeast region in the near future.

The new Ho Chi Minh City after the arrangement and merger has an area of ​​6,772.65 km2, with a population of 13,706,632 people. In addition, after the arrangement, Ho Chi Minh City will have 102 commune-level administrative units, Ba Ria - Vung Tau will have 30 and Binh Duong will have 36. Thus, the new Ho Chi Minh City will have 168 subordinate administrative units, forming a new megacity of the Southeast region.

The total state budget revenue in 2024 of the 3 provinces and cities is 677,993 billion VND. The current number of cadres and civil servants is 22,878 people; the number of public employees is 132,110 people.

Regarding the plan to arrange and merge the government bloc, the People's Council delegates of Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City will be merged into the People's Council of the new administrative unit, Ho Chi Minh City, and continue to operate until the end of the 2021 - 2026 term.

The first session of the new HCMC People's Council will be convened and chaired by a convener appointed by the National Assembly Standing Committee until the People's Council elects the Chairman of the People's Council. The new City People's Council has 4 committees similar to the current model of City People's Council committees. At the same time, the new HCMC People's Council will elect the positions of the People's Council and People's Committee according to regulations and operate until the new City People's Council for the 2026-2021 term is elected.

Regarding the adjustment of the names of commune-level administrative units after the rearrangement, taking into account the opinions of the Steering Committee at the meeting on April 13, 2025, District 1 has 1 administrative unit named Saigon; District 5 has 1 administrative unit named Cho Lon; District 11 has changed the name of Cay Mai ward to Minh Phung; Districts 3, 7, 10, Tan Binh and Cu Chi district consider changing the names of commune-level administrative units after the rearrangement.

Arrangement of commune-level administrative units to ensure harmony

Speaking at the conference, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen emphasized that regarding the arrangement of commune-level administrative units, Ho Chi Minh City agreed on the policy of reducing about 60% - 70% of the current number of commune-level administrative units according to the national average; at the same time, ensuring the criteria according to the Central regulations.

However, we should not focus on the ratio and mechanical arrangement according to the old administrative unit space, but need to calculate and rearrange the space appropriately and harmoniously, ensuring closeness to the people, the most convenient for people and businesses in production, business and life.

In particular, the names of commune-level administrative units must ensure unity, synchronization, and conformity with tradition, culture, and history, especially choosing typical names that are deeply ingrained in the subconscious, thoughts, and feelings of the people of Saigon - Cho Lon - Gia Dinh - Ho Chi Minh City, and are widely supported by the people. Thoroughly grasp the principle that communes and wards are not miniature districts but the grassroots government closest to the people, in order to shape the organizational framework of communes, neighborhoods, and hamlets, ensuring stable and effective operation after establishment and causing the least disruption. At the same time, immediately deploy the work of collecting people's opinions according to regulations.

At the same time, the Secretary of the City Party Committee requested to prepare a detailed plan for implementation immediately after approval by competent authorities. In particular, proactively develop a personnel plan for the commune level, select, structure, and arrange suitable cadres, civil servants, and public employees with qualifications and capacity to meet modern leadership and management requirements; complete the organization and implementation of the arrangement and organization of commune-level administrative units before June 30, 2025.

Deploying the establishment of commune-level party organizations in parallel with the arrangement of commune-level administrative units, at the same time focusing on preparing a plan to end the activities of the Party Committee, government, and political system at the district level, to be completed before July 1, 2025.

Coordinate, advise, arrange and organize cadres, civil servants, public employees and workers; arrange headquarters, equipment and conditions to ensure service for the work of Party committees, authorities, Vietnam Fatherland Front and functional agencies of the City, to be completed before July 15, 2025.

Advise and direct the organization of the commune-level party congress for the 2025-2030 term, submit it to the Standing Committee of the City Party Committee in June 2025 and complete the organization of the commune-level congress before August 15, 2025.

Closely coordinate with Binh Duong and Ba Ria - Vung Tau provinces to implement the Project on rearranging and merging provincial-level administrative units after being approved by competent authorities, ensuring completion and operation before September 15, 2025.

Complete the summary of the arrangement of administrative units at all levels before September 20, 2025.

Complete the Congress Documents and the Congress Personnel Plan before September 30, 2025. Actively and urgently prepare all aspects and complete the organization of the City Party Congress before October 31, 2025.

The Secretary of the City Party Committee requested that, during that process, the Standing Committee of the City Party Committee and the Steering Committee must focus on urging and directing regularly and resolutely, assigning specific responsibilities to each agency, organization and individual, ensuring "clear people, clear work, clear progress, clear products, clear responsibilities and clear authority".
