At the meeting, the members of the Steering Committee approved Decision No. 269/QD-TTg dated April 2, 2024 of the Prime Minister on the establishment of the Steering Committee and Decision No. 796/QD-TTg dated August 5, 2024 of the Prime Minister on amending Decision No. 269/QD-TTg; listened to the Report on the Draft Plan for developing the Summary Project and the Report on the Draft Preliminary Outline of the Project summarizing 20 years of implementing the Government's organizational model (from the XII to the XV tenure).
Along with that, the members of the Steering Committee also discussed and gave opinions on the draft Plan to develop a summary project, the draft preliminary outline of the project to summarize 20 years of implementing the Government's organizational model (from the 12th to the 15th tenure) and issues that need the Steering Committee's opinions.

Prime Minister Pham Minh Chinh chaired the first meeting of the Steering Committee to review 20 years of implementing the Government's organizational model.
Prime Minister Pham Minh Chinh emphasized that innovating the organization and operation of the Government towards streamlining, effective and efficient operations; organizing multi-sectoral and multi-field ministries; reasonably reducing the number of ministries and ministerial-level agencies; promoting decentralization and reasonable delegation of power between the Central and local levels, etc. are both goals and important tasks and solutions to build a state administration that serves the people, is ruled by law, is professional, modern, and ensures that the Government is the highest state administrative agency, exercises executive power, and is the executive body of the National Assembly.
Accordingly, summarizing the organizational structure of the Government through the terms is an important theoretical and practical basis for studying and perfecting the functions, tasks, powers and organizational structure of the Government in accordance with the mechanism of "Party leadership, State management, People's mastery" and the actual situation, in order to continue perfecting the overall organizational model of the political system, building and perfecting the socialist rule-of-law State of Vietnam in the new period in the spirit of the Resolutions and Conclusions of the Party.
In that spirit, based on the tasks assigned by the Politburo, the Ministry of Home Affairs advised the Prime Minister to establish a Steering Committee to summarize 20 years of implementing the Government's organizational model (from the 12th to the 15th tenure) to focus and unify direction for ministries and ministerial-level agencies to deploy the task of summarizing and evaluating the implementation of functions, tasks, powers and organizational structure of each ministry, branch and of the Government according to the set goals and requirements.
The Prime Minister requested the members of the Steering Committee to discuss and clearly define the objectives of developing the Summary Project and said that the Summary Project must achieve two objectives: Research and systematically and comprehensively evaluate the functions, tasks, powers and organizational structure of the four Government terms (from the XII to XV tenures); Propose viewpoints, objectives, task orientations, and solutions to perfect the functions, tasks, powers and organizational structure of the XVI Government term and the following term.
The requirements for the development of the Summary Project must be to objectively, fully and comprehensively evaluate the results achieved, limitations, obstacles, causes and lessons learned. Propose orientations and solutions to improve the organizational structure of the Government to be streamlined, reduce intermediate levels, reduce internal focal points, enhance decentralization and delegation of authority, ensure effective and efficient operations, and perform well the tasks of the Government.
Clearly define the content, tasks, completion deadline and responsibilities of each ministry, ministerial-level agency and relevant agencies in implementing the summary; The summary work is carried out practically, economically and effectively; promptly urge, guide and remove difficulties and obstacles in the implementation process.

Overview of the meeting
Regarding the scope of the Project, it focuses on summarizing and evaluating the results of implementing the objectives, viewpoints, orientations, and solutions on perfecting functions and tasks; arranging and perfecting the organizational structure of the Government in accordance with the spirit of the Resolution and Conclusion of the Party; reviewing the overlapping issues of state management and defining the functions, tasks, and powers of the Government in various fields; studying the Party's regulations to propose orientations for perfecting the functions, tasks, powers, and organizational structures of Ministries, ministerial-level agencies, and the organizational structure of the 16th-tenure Government and the next phase.
Regarding the products of the Project development, according to the Prime Minister, in addition to the Project summarizing 20 years of implementing the Government's organizational model (the final product, the Government reports to the Politburo), what specialized reports and projects are needed to serve this summary Project? For example, the Report on assessing the implementation of functions, tasks, powers, and organizational structure of each ministry and branch; the Report on assessing the division of functions, tasks, and powers of the Government by group, branch, etc.

The Prime Minister requested that members of the Steering Committee focus on research, expressing opinions, exchanging and discussing directly on the issue, creating high unity and consensus in organizing and implementing the summary task.
The Prime Minister emphasized that the task of summarizing 20 years of implementing the Government's organizational model over four Government terms with many complex contents related to reviewing, adjusting, defining functions, tasks, powers, arranging and perfecting the organization of ministries and ministerial-level agencies over many terms, requires the unified direction of the Steering Committee and the participation of ministries and branches, including the very important role of the Steering Committee members in implementing the summary tasks of their ministries and branches and the branches and fields assigned by the Steering Committee to ensure that the summary achieves the highest goals and results.
