Speaking at the Congress, Deputy Minister Triệu Văn Cường affirmed that the General Meeting of Members establishing the Legislative Council of the Ministry of Interior (Term 2024 2029) was an important event. science legal, building the Vietnamese socialist rule of law State in general and contributing to domestic affairs science in particular, thereby effectively supporting the practical execution of duties by each member as cadres, civil servants, officials.

Comrade Lương Mai Sao, Member of the Party Delegation, member of the Standing Committee for Central Affairs, Chairman of the Organization and Staff Committee, Vietnamese Lawyers' Association announces a decision to establish the Law Department of the Ministry of Interior.

On 16/6/2023, the Party Secretariat of the Ministry of Internal Affairs issued Resolution No. 50-/NQ/BCSĐ on unifying the principle of establishing the Law Society of the Interior Ministry. On 12/12/2023, the Standing Committee of the Central Council of Vietnamese Lawyers' Association issued Decision No. 397/QĐ-HLGVN on the establishment of a 10-member law society and appointed an interim subcommittee with 03 lawyers, including: (01) Mr Nguyễn Văn Thủy, executive committee member - chairman; (02) Mr Vũ Đức Thuận, executive board member - vice president of the council, (03) Ms Vương Thi Hà, executive commissioner.

Comrade Nguyen Van Thuy, Provisional Chairman of the Council on behalf of the Committee took up the decision to establish a Law Department at the Ministry of Interior.

Speaking at the Congress, Deputy Minister Triệu Văn Cường suggested that the Legislative Council advise the Ministry of Interior based on Party regulations and State laws, especially Directive No. 14-CT/TW dated 01/7/2022 by the Ministry Politically "to further strengthen the Party's leadership over the Vietnamese Bar Association in the new situation", performing well the following tasks:

First, to organize and operate in accordance with the Charter of the Vietnamese Bar Association.

Secondly, developing membership by promoting the work of propaganda, introducing and recruiting civil servants, officials and workers of the Ministry of Interior to join the Association; paying special attention to attracting talented people to participate in the Association.

Thirdly, the organization of activities of the Association is effective through research, exchange of expertise and professionalism of its members in order to improve the quality of consultation, proposal and implementation of internal affairs policy.

Fourth, actively and proactively participate in the formulation of policies, carry out policy criticism on political tasks of the Ministry of Interior; advise, recommend Party Staff Committees, Party committees, ministry leaders on matters that do not belong to the field of Internal Affairs.

Fifthly, the Executive Committee of the Association needs to be united and unified. It should promote leadership and role models in order to build an organization that develops, operates effectively, follows directions and has a purpose.

Speaking at the Congress, Comrade Tran Congfan, Deputy Party Secretary, Vice President and General Secretary of the Vietnamese Bar Association emphasized that the launching of the Law Department of the Ministry of Interior is very meaningful, especially in the context of advancing to the 14th National Delegation Conference of the Law Society of Vietnam at the end of 2024.

At the General Assembly, the Presidium reported on the process of establishment, orientation and tasks of the Law Society of Ministry of Internal Affairs Key I, term 2024-2029. Over time, the Provisional Executive Committee has propagated and introduced the establishment of the Association to comrades who are party members, officials belonging to units under the Ministry.

The congress also heard two comments by fellow members on Improving the quality and effectiveness of the Ministry of Internal Affairs Law Society activities and Some suggestions for the Draft Summary Report on Implementation of the Charter and draft amendments to the Charter of the Vietnamese Bar Association in 2020.

The congress elected the BCH Council consisting of 07 members with sufficient qualitative capacity to lead the Council in the new period, including: (1) Director Nguyen Van Thuy, Head of Religious Affairs; (2) Director Vũ Đức Thuận, Deputy Director for Religious affairs; (3) Director Buoi Quang Duc, Vice-Head of Department - Inspection and Examination Committee - Central Award; (4) Director Nguyên Hữu Thành, Principal Member, Competition Committee - Central Awards; (5) Director Training, Chief Buddhist Office, Government Religious Bureau; (6) Director Architecture, Deputy Chief Inspectorate, Law Enforcement, Ministry of Religion; (7) Director King Chuc Hà, Minister of Internal Affairs, French Interior Ministry.

Comrade Nguyen Van Thuy, Minister of Constitutional Affairs has been elected Deputy Chairman of the Council of Lawyers at the Ministry of Interior.

Deputy Minister Triệu Văn Cường and Vice President, General Secretary of the Vietnamese Bar Association Tran Cong Fan presented flowers to congratulate the Congress on establishing the Law Council of the Ministry of Internal Affairs for 2024-2029.

With a spirit of urgency and seriousness, the Congress successfully completed the contents set out in the Program, discussed the orientation and tasks of the Assembly for 2024-2029, elected the BCH of the Assembly, elected delegates to the 14th National Assembly of Vietnam.
