With the general goal of "Vietnam basically achieving the criteria of an industrialized country, a developing country, with modern industry, high average income; the people's lives are improved. Building a strong national industry with new production capacity, self-reliance, high adaptability and resilience, gradually mastering core technology, basic technology of basic industries, priority industries, spearhead industries. Agriculture develops rapidly, sustainably in an ecological direction, strongly applying advanced science and technology. Service sectors are restructured synchronously and effectively on the basis of modern technology and digital technology with improved quality, efficiency and competitiveness, forming many new service sectors with high added value" is recorded in Resolution No. 29-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country by 2030, with a vision to 2045. On July 22, 2024, the Government issued Resolution No. 111/NQ-CP on the Government's Action Program with 10 main tasks and solutions for ministries, branches and localities;

To specify Resolution No. 111/NQ-CP of the Government, dated August 9, 2024, the Ministry of Home Affairs issued Decision No. 556/QD-BNV promulgating the Action Plan to implement the Resolution, with the following contents:

Regarding the purpose: The plan aims to thoroughly grasp and seriously, fully, qualitatively and effectively implement the goals, requirements and key solutions set out in Resolution No. 29-NQ/TW and Resolution No. 111/NQ-CP in order to create a strong and positive change in the awareness of all civil servants, public employees and workers about their responsibility in advising on policies that contribute to promoting the country's industrialization and modernization.

Regarding requirements: The plan is based on the viewpoints and objectives of Resolution No. 29-NQ/TW and Resolution No. 111/NQ-CP in advising on policies related to the functions and tasks of the Ministry of Home Affairs, contributing to ensuring harmony between economic development and social progress and justice, environmental protection; closely and synchronously linking with the urbanization process, new rural construction, growth model innovation, economic restructuring, labor restructuring and synchronous, effective and quality implementation of tasks assigned by the Government; the implementation of the plan contributes to raising awareness and responsibility of Party committees and authorities at all levels about the role and content of policies to promote industrialization and modernization of the country; Identifying the development and implementation of industrialization and modernization policies as one of the important leadership contents associated with the socio-economic development goals of the country in general and the implementation of the political tasks of the Ministry of Home Affairs in particular. Through that, clearly define the tasks and responsibilities of each unit, especially the responsibilities of the head to organize, inspect, supervise and evaluate the implementation of Resolution No. 29-NQ/TW and Resolution No. 111/NQ-CP to achieve the highest efficiency.

The plan sets out 06 tasks and general solutions for units under and directly under the Ministry. It identifies a number of specific solutions for the Department of Planning and Finance, the Department of Civil Servants and Public Employees, the National Academy of Public Administration, the Institute of State Organizational Sciences, the Information Center, and the State Organization Magazine.
