On April 14, the Governor of the State Bank issued Decision No. 1746/QD-NHNN on the State Bank's plan to reduce and simplify administrative procedures related to production and business activities in 2025 to implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government.

The plan aims to immediately cut down and simplify administrative procedures related to production and business activities, ensuring the abolition of at least 30% of unnecessary investment and business conditions; reducing at least 30% of the processing time of administrative procedures and 30% of the cost of complying with administrative procedures.

In addition, 100% of administrative procedures related to enterprises are carried out online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork. In addition, decentralization and delegation of authority in handling administrative procedures under the management of the State Bank are promoted. 100% of internal administrative procedures between the State Bank and state administrative agencies and internal administrative procedures within the State Bank are reviewed, procedures, processing time, implementation costs are reduced and revised and improved to be consistent with the implementation of streamlining and restructuring the apparatus, while ensuring smoothness and efficiency.

The Governor requests that the Heads of units under the State Bank be responsible for organizing the implementation to ensure the timely completion of the tasks assigned in the plan issued with the decision. The State Bank Office is responsible for taking the lead in implementing and urging the implementation of the plan; reporting to the Governor of the State Bank on necessary measures to ensure the effective completion of the plan. In the process of implementing the tasks, if there are any difficulties or problems, the units should promptly report to the Office for synthesis, reporting to the Governor for direction and handling.
