Unlike the 2006 General Education Program, this year, candidates are required to take two compulsory subjects, including: Literature, Mathematics and two elective subjects from the remaining subjects studied in grade 12, including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, and Technology. Of which, Literature is tested in essay form, the remaining subjects are tested in multiple choice form. The exam is organized nationwide with the same questions, same exam sessions, and same time according to the regulations of the Ministry of Education and Training.

With this regulation, the registration period for the 2025 high school graduation exam ends at 5:00 p.m. on April 28. For the 2018 General Education Program, History is the elective subject with the most registered candidates with more than 484,000 students, followed by Geography with more than 479,000 students. Next is English with 352,652 students. For the Natural Science block, more than 349,000 candidates registered for the Physics exam; more than 241,000 students registered for the Chemistry exam; and more than 70,000 students registered for Biology.
The subject with the fewest registered candidates (excluding Foreign Language subjects) is Industrial Technology with more than 2,400 students, followed by Information Technology with more than 7,000 registered candidates.
With more than 24,900 candidates registering for the 2006 General Education Program, the subject with the most candidates registering for the exam is still History with more than 15,000 students, followed by Geography with more than 14,000 candidates.
The 2025 high school graduation exam will be held on June 26 and 27, and candidates will complete exam registration procedures on June 25. Regarding the graduation recognition method, the Ministry of Education and Training stipulates: Combining the results of the process assessment and the graduation exam results in a ratio appropriate to the roadmap for implementing the 2018 General Education Program.
