18-hole golf course at Do Son tourist area
On the afternoon of August 1st, we were present at the national sea dike area 1 in Ngoc Xuyen ward, Do Son district, Hai Phong city. The entire large area, previously used by local people for aquaculture, is now abandoned and overgrown with weeds.
According to information provided to Nguoi Dua Tin , Mr. Do Xuan Hung, Acting Chairman of the People's Committee of Ngoc Xuyen Ward, stated that this area (over 66 hectares) belongs to the BRG Ruby Tree 18-hole golf course project.
Previously, local people leased the land from a business for aquaculture. However, when preparing to implement the project, the business reclaimed it. As a result, the area has been abandoned for about four years.

"The local authorities do not need to carry out land clearance work because the investor has already been granted a land use right certificate. Previously, there were some disputes between the enterprise with land use rights and the households leasing the land for aquaculture. The matter has now been resolved," said Mr. Do Xuan Hung.
According to information from the People's Committee of Hai Phong City, in Decision No. 3201/QD-UBND dated November 9, 2021, the locality approved the investment plan for the BRG Ruby Tree 18-hole golf course project in Ngoc Xuyen ward, Do Son district.
Simultaneously, the investor for the project, Do Son Tourism and Entertainment Company Limited, was approved. The project will utilize over 66 hectares of land with a total investment of approximately 2,100 billion VND.
On September 30, 2022, in Decision No. 3204/QD-UBND, the People's Committee of Hai Phong City approved the revised detailed planning project at a scale of 1/500 for the BRG Ruby Tree 18-hole golf course.
Accordingly, the project covers an area of 66.06 hectares, with a population of approximately 336 people, and includes the following functional areas: a golf course, a resort (for rent), and an auxiliary area (parking lot, service building, technical processing area). The overall construction density of the entire area is 2.56%.
Hai Phong removes obstacles for investors.
According to the plan, in 2023, Hai Phong City will hold groundbreaking ceremonies for 11 key projects. Of these, 4 projects will use budget funds and 7 projects will use non-budget funds.
However, by the end of 2023, 5 out of the 11 projects mentioned above had not yet commenced construction. These projects are: Investment in the construction of Ring Road 2, section Tan Vu - Hung Dao - Bui Vien Street (using state budget funds); Investment in the construction of Passenger Terminal 2 at Cat Bi International Airport; Investment in the construction of Cargo Terminal at Cat Bi International Airport; BRG Ruby Tree Golf Course; Investment in the construction and operation of infrastructure at Tien Thanh Industrial Park (all using non-state budget funds).

The Ruby Tree 18-hole golf course project is located in Ngoc Xuyen ward, Do Son district, Hai Phong city.
Regarding the BRG Ruby Tree golf course project, according to the investor's representative, as of early August 2024, the project could not yet commence due to obstacles related to the allocation of land for the construction of sports facilities by the local authorities.
Specifically, the land allocation for sports facilities in Do Son district until 2030 is only allowed to increase by 0.32 hectares.
In response to this situation, to resolve the issues for investors, in 2023, the People's Committee of Hai Phong City sent a document to the Ministry of Natural Resources and Environment reporting on the indicators that need to be adjusted in the land use planning until 2030 and the land use plan until 2025.
Only after receiving approval from the Central Government can the investor proceed with the next steps to commence construction of the 18-hole BRG Ruby Tree golf project in Ngoc Xuyen ward, Do Son district, Hai Phong city.
