At the press conference, Deputy Head of the Office of the President Pham Thanh Ha stated that, stemming from the humanitarian tradition and leniency policy of the Party and State towards offenders, as well as the results of the amnesty program, at the request of the Prime Minister, on July 30, President To Lam signed the Decision on amnesty for 2024 to commemorate the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 2024) and the 70th anniversary of the Liberation of Hanoi (October 10, 2024).

According to the decision, those eligible for amnesty include: people currently serving fixed-term prison sentences, people sentenced to life imprisonment whose sentences have been reduced to fixed-term sentences, and people whose prison sentences have been temporarily suspended.
Specifically, individuals serving fixed-term prison sentences, or those sentenced to life imprisonment whose sentences have been reduced to fixed-term sentences, who are recommended for amnesty must meet the following conditions: They must have shown progress, demonstrated good rehabilitation, and been classified as having fairly or good conduct during their imprisonment according to regulations; they must have served at least half of their fixed-term sentence; they must have completed any additional penalties, including fines and court fees; and they must have fulfilled their obligations to return property, compensate for damages, and other civil obligations related to corruption offenses…
Those sentenced to fixed-term imprisonment who have served at least one-third of their sentence, and those sentenced to life imprisonment whose sentences have been reduced to fixed-term imprisonment who have served at least 13 years, may also be considered for amnesty if: they have made significant contributions during their imprisonment; they have rendered meritorious service to the revolution; they are suffering from a serious or chronic illness; they are 70 years of age or older; or they have exceptionally difficult family circumstances…
The President's decision also clearly states 15 cases ineligible for amnesty, such as: those convicted of treason; activities aimed at overthrowing the people's government; espionage; crimes against territorial security; riots; and terrorism against the people's government…
