The "bottlenecks" in land clearance for the over 2.1 trillion VND expressway project in Da Nang.

The government required land clearance to be completed and handed over to the construction unit by June 30th, but due to many difficulties, only 87% of the land for the Hoa Lien - Tuy Loan expressway project has been handed over.

The Hoa Lien - Tuy Loan section of the expressway, with a total length of 11.5 km, is located within Da Nang City. The project has a total investment of over 2,100 billion VND, including over 951 billion VND for land acquisition (and over 105 billion VND for the construction of resettlement areas). The Hoa Lien - Tuy Loan section of the expressway is expected to be completed in 2025. However, construction progress on this expressway remains slow, primarily due to incomplete land acquisition.

To date, Da Nang City has handed over more than 10 km of land, reaching 87%, but in reality, only about 6 km of land is clear for construction, making simultaneous construction difficult.

According to reports, along the expressway, many locations still cannot be handed over to the construction unit due to obstacles in land clearance. At many points, residents have posted signs demanding a halt to construction because compensation has not yet been paid. In addition, the relocation of technical infrastructure for construction is still incomplete, and many high-voltage power lines have not yet been moved.

The Ho Chi Minh Highway Project Management Board stated that many plots of land were handed over to the investor of the Hoa Lien - Tuy Loan expressway project by the Hoa Vang district authorities. However, when the contractor arrived to begin construction, they were obstructed by local residents who had not yet received compensation.

According to the Hoa Vang District People's Committee, the city has recently directed local authorities, departments, and relevant units to accelerate land clearance and support contractors during construction. In particular, the district has implemented two solutions to speed up the construction of new resettlement areas and relocate some households to existing residential areas to provide a clean site for the project. To date, this work has achieved positive results, with 10 out of 11.5 km of the project completed.

Why is there a delay in handing over the site?

Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, stated that land clearance is a very complex task involving many policies, and the completion of documentation takes time. In particular, the amount of land to be cleared for the Hoa Lien – Tuy Loan expressway is considerable. However, he also affirmed that no other project has progressed as quickly as the Hoa Lien – Tuy Loan expressway project.

Local authorities are accelerating the land clearance process for the project.

According to Mr. Chuong, the delay in land clearance is due to several obstacles. Specifically, the local authorities only began taking over the project documents in January 2024, leading to delays. The volume of documents requiring clearance for the Hoa Lien – Tuy Loan expressway is very large, requiring simultaneous work for both the main expressway and the two side access roads. Meanwhile, the government initially set the deadline for land clearance at September 30, 2024, but later reduced it to June 30, 2024.

Furthermore, a major bottleneck in land clearance is resettlement. "Currently, along the route, there are 272 land registration files requiring nearly 792 resettlement plots. However, the projects to address resettlement land issues are progressing slowly. This includes on-site resettlement for residents of Hoa Son commune. The majority of residents in this commune are Catholic and want to be resettled in place to continue their religious activities. This is a significant obstacle for the Hoa Vang district land clearance council in persuading residents to hand over their land," Mr. Chuong said.

In addition, many previous projects along the expressway have involved land acquisition, so it takes time to retrieve old records to ensure objectivity, fairness, and to avoid repeated compensation for the acquired land.
