"Bottlenecks" in site clearance for the over 2,100 billion VND expressway project in Da Nang

The government requested that site clearance be completed by June 30 and handed over to the construction unit, but facing many difficulties, the Hoa Lien - Tuy Loan Expressway Project has only handed over 87% of the site.

The Hoa Lien - Tuy Loan expressway section has a total length of 11.5 km located in Da Nang City. The project has a total investment of more than 2,100 billion VND, of which the cost of site clearance is more than 951 billion VND (the cost of building a resettlement area is more than 105 billion VND). The Hoa Lien - Tuy Loan expressway section is expected to be completed in 2025. However, up to now, the construction progress on this expressway is still slow, the main reason is that the site clearance has not been achieved.

Up to now, Da Nang City has handed over more than 10 km of land, reaching 87%, but in reality, the cleared land for construction is only about 6 km and it is difficult to construct synchronously.

Up to now, the North-South expressway project, Hoa Lien - Tuy Loan section, has cleared 87% of the land.

According to records, many locations along the highway have not yet been able to hand over the site to the construction unit due to site clearance issues. Many locations have signs posted by local residents requesting that construction be stopped because compensation has not been paid. In addition, the relocation of technical infrastructure for construction has not yet been completed, and many high-voltage power stations have not yet been relocated.

The Ho Chi Minh Road Project Management Board said that many plots of land were handed over to the investor of the Hoa Lien - Tuy Loan Expressway Project by Hoa Vang District. However, when the contractor came to construct, they were blocked by local people because they had not received compensation.

According to the People's Committee of Hoa Vang district, in recent times, the city has strongly directed localities, departments, branches, and related units to speed up the progress of site clearance and support contractors during the construction process. In particular, the district has implemented two solutions to speed up the construction of new resettlement areas and move some households to existing residential areas to have clean land for the project. Up to now, this work has achieved positive results with 10/11.5 km of the project.

Why is the handover of the premises delayed?

Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, stated that site clearance is a very complicated task involving many policies, and the stages of completing the documents take time. In particular, the site clearance volume of the Hoa Lien - Tuy Loan expressway is not small. However, he also affirmed that no project has accelerated the progress as much as the Hoa Lien - Tuy Loan expressway project.

Local authorities are speeding up site clearance for the project.

According to Mr. Chuong, there are many obstacles to the slow progress of site clearance. Specifically, from January 2024, the locality has just started taking over the project documents, leading to delays. The volume of documents that need to be cleared for the Hoa Lien - Tuy Loan expressway is very large, requiring simultaneous implementation for both the main expressway and the service roads on both sides of the expressway. Meanwhile, the Government initially set the deadline for site clearance as September 30, 2024, but then decided to reduce it to June 30, 2024.

In addition, the major bottleneck in the site clearance work is resettlement. "There are currently 272 residential land records on the route with a demand for nearly 792 resettlement plots. However, the implementation of projects to resolve resettlement land is still slow. In particular, on-site resettlement for people in Hoa Son commune. Most of the people in this commune are Catholics who want to resettle on-site for religious activities. This is a huge bottleneck for the Hoa Vang district site clearance council to mobilize people to hand over land," said Mr. Chuong.

In addition, many projects along the highway have previously reclaimed land, so it takes a lot of time to retrieve old records to ensure objectivity, fairness, and no re-compensation for the reclaimed area.
