Difficulties in recruiting teachers

According to the Gia Lai Provincial People's Committee, in the 2024-2025 school year, the province's education sector is still short of 4,259 people. In recent years, localities in Gia Lai have prioritized recruiting teachers for new subjects in the 2018 General Education Program. However, most localities have not recruited enough teachers due to the low number of candidates participating in the recruitment.

Teacher shortage affects teaching and learning in Gia Lai province

According to Mr. Le Duy Dinh, Director of the Department of Education and Training of Gia Lai province, to overcome the shortage of high school teachers, the education sector of this province has sent teachers to places with shortages in the form of secondment and recruited 188 additional positions.

"The shortage of teachers has not been resolved effectively, more time is needed. The most difficult thing is teachers of information technology and fine arts, we cannot recruit enough teachers," said Mr. Dinh.

In addition, according to Mr. Dinh, in the 2023-2024 school year, the province recruited 1,778 teachers, but as of May 15, 2024, there were 341 positions without applications. The reason is that according to the 2019 Education Law, the standard training level of teachers is a bachelor's degree in teacher training or higher for primary, secondary and high school teachers. In case the subject is lacking, they must have a bachelor's degree in a suitable major and a certificate of pedagogical training. However, in reality, many majors (preschool, primary school) have a number of teachers who have not met the required standard qualifications; some majors such as information technology, foreign languages, fine arts, and technology have many other job opportunities with higher incomes, so they do not participate in the recruitment to become civil servants. Not to mention, there is still no source of recruitment for teachers to teach integrated subjects (natural sciences; history - geography, team leaders, etc.).

The Dak Lak Provincial People's Committee has also proposed that the Ministry of Home Affairs consider adding a quota of 2,890 people to work in the 2024-2025 school year for the province's education and training sector, including 1,273 teachers. According to the plan for schools, classes, and students in the 2024-2025 school year in Dak Lak, all levels of education will increase in the number of classes and students compared to the 2023-2024 school year.

According to the Dak Lak Provincial People's Committee, the total number of employees and labor contracts assigned to the education and training sector in the province for the 2023-2024 school year is 29,940, of which 23,875 are teachers. However, as of May 31, 2024, the total number of civil servants and contract workers present is 29,841; of which 22,880 are teachers (including: 4,578 preschoolers; 9,004 primary schoolers; 6,109 secondary schoolers; 3,189 high schoolers).

According to the Dak Lak Provincial People's Committee, the province has a large natural area, complex terrain, and uneven population distribution, so the number of kindergartens and primary schools is relatively large. The shortage of teachers and staff according to the norm has led to many difficulties in performing tasks and professional work in recent school years.
