The Ministry of Education and Training has just sent a document to the provincial People's Committees on strengthening the direction of implementing the tasks of the 2024-2025 school year. In particular, the Ministry of Education and Training requested to direct the review, inspection, and urging to ensure adequate facilities and educational equipment before the new school year; have timely solutions to overcome the situation of inadequate teaching staff structure; flexibly implement, arrange, and assign teachers to ensure sufficient quantity and synchronous structure, especially in some subjects such as English, information technology, music, and fine arts.

"In case it is not possible to recruit enough teachers according to the quota, implement teacher contract solutions according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government to implement the policy of "having students must have teachers in the classroom" in accordance with the actual situation in the locality", the Ministry's document stated.

The Ministry of Education and Training also proposed implementing solutions to strengthen state management responsibilities to properly implement regulations on financial revenue and expenditure management, publicize revenue and expenditure from the beginning of the school year; on the selection, supply, and use of textbooks, local educational materials, and reference materials. No student due to difficult circumstances is allowed to go to school.

Direct educational institutions to proactively coordinate with publishers and relevant organizations and individuals to organize the supply of textbooks in the area, ensuring quality; absolutely not allowing delays or shortages of textbooks and learning materials when the new school year begins.

Opening ceremony nationwide on the morning of September 5

Regarding welcoming new students and organizing the opening ceremony of the new school year, the Ministry of Education and Training requires special attention to first graders; organizing for students to learn about the traditions and activities of the school; disseminating the school's rules and regulations; introducing educational activities, educational programs, learning and training methods at school and in class.

Direct educational institutions to strictly implement regulations on the time students return to school and organize the opening ceremony of the 2024-2025 school year uniformly across the country on the morning of September 5. Organize the opening ceremony in a concise manner, suitable to the reality and conditions of the locality and school; collective recreational activities must be absolutely safe and healthy, creating a joyful and exciting atmosphere for the opening day of the new school year.

Educational institutions need to stabilize and maintain learning order right after the opening ceremony; focus on building school culture, ensuring school security and safety right from the first days of the school year; coordinate well with parents to create consensus, share, and support the education sector to perform well the tasks of the school year.
