In Conclusion No. 26/KL-TTr of the Ministry of Education and Training (MOET) on the direction and implementation of the enrollment regulations of the Hai Phong City Department of Education and Training regarding the grading of the 10th grade entrance exam for the 2024-2025 school year, several "limitations, shortcomings, and violations" were pointed out.
Specifically, through a random check of some exam papers graded on June 12th and 13th, the Inspectorate of the Ministry of Education and Training found that some examiners had not fully grasped the regulations and made mistakes during the grading process.
Table 4 of the grading report lacks a column for recording the total score/number of score categories, making it difficult to compare scores and increasing the risk of errors during the score entry process.
According to the grading committee's work plan regarding the process of assigning codes to essay exam papers, step 2 of the coding process is supposed to combine 10 papers for specialized subjects; however, upon checking the bags of papers for specialized subjects, each bag contained 12 papers.

Regarding the essay grading section, the inspection revealed that some grading team leaders had not assigned seating arrangements to examiners and had not recorded seating charts on the board as required by the Department of Education and Training. Some examiners also exchanged information during the first grading session while grading independently.
In particular, some examiners did not follow the correct procedures for grading essay questions, and some exam papers showed signs of irregularities.
Specifically, when the examiners receive the exam papers from the team leader, they do not count the number of papers or pages, and they simply cross out the blank spaces on the candidates' answer sheets.
There were also instances where examiners wrote on the candidates' papers during the first grading session; examiners did not sit according to the seating chart; examiner 1 signed and clearly wrote their full name on the candidate's exam paper; examiner 1 wrote the score on the candidate's exam paper; and examiner 2 did not write the score in the margin but wrote it on each individual question of the candidate's paper.
In the Literature exam, examiner 2 did not record individual scores according to the answer key but only the total score for the entire question; examiner 1 crossed out the student's incorrect answers with a red pen and directly scored the smaller points in the margin on the student's exam paper.
Examiner 2 (part of the Literature and Geography subject grading team) does not grade directly on the candidate's paper but records the scores on the grading sheet. Instead of writing the scores for each small point in the margin of the exam paper next to the point being graded as per regulations, they record the scores for each component.

The score reconciliation form for examiner 1 and examiner 2 does not follow the regulations; instead, form 4 (examination scoring record) is used.
The Inspectorate of the Ministry of Education and Training has recommended that the examination grading council and the Department of Education and Training of Hai Phong review the history (specialized) exam papers and other subjects (especially those showing signs of irregularities) and handle and resolve the issues according to the regulations of the examination grading council, the Department of Education and Training of Hai Phong, and the regulations of the Ministry of Education and Training.
According to the Inspectorate of the Ministry of Education and Training, the Hai Phong Department of Education and Training submitted a report on the implementation of this matter on June 24th, as required.
Regarding the multiple-choice section of the exam, according to the Inspectorate of the Ministry of Education and Training, the grading process does not stipulate the use of USB drives when copying data from the scanner to the grading machine. The inspection team recommended, and the grading committee instructed, not to use USB drives and to strictly follow the regulations of the Department of Education and Training.
The equipment preparation was incomplete according to schedule and plan (four machines were required, but at the time of inspection only two scanners and one for the secretary were available; the processing and scoring machine was not available at the time of inspection); the equipment had not been handed over; and there was no equipment inspection procedure.
Regarding this matter, the inspection team from the Ministry of Education and Training made recommendations, and the examination board and the Department of Education and Training of Hai Phong promptly rectified the issue.
Request a review of exam papers showing signs of irregularities.
The Inspectorate of the Ministry of Education and Training stated that the shortcomings, deficiencies, and violations mentioned above are the responsibility of the examination grading council, the examination and quality assurance department, and the Hai Phong Department of Education and Training.
The inspection team from the Ministry of Education and Training has recommended that the Examination Board and the Department of Education and Training of Hai Phong review the History (specialized subject) exam papers and other subjects, especially those showing signs of irregularities, and implement the handling and resolution procedures of the Examination Board, the Department of Education and Training of Hai Phong, and the regulations of the Ministry of Education and Training.
The Hai Phong Department of Education and Training has submitted a report explaining and addressing shortcomings and limitations in the exam grading process, and implementing the recommendations of the inspection team.
Regarding the People's Committee of Hai Phong City, the inspection team requested a review and fulfillment of the responsibilities of the People's Committee of the city as stipulated by regulations.
For the Hai Phong Department of Education and Training, the inspectors requested that they handle and direct, within their authority, any cases of violations of regulations by members of the grading committee or examiners during the grading process (if any).
Instructing the review of lessons learned from the contents mentioned in the memoranda of understanding, the delegation's recommendations, and the delegation's direct feedback when working with the Examination Board, the Department of Education and Training, and the Examination Steering Committee.
The inspectors also requested the Hai Phong Department of Education and Training to provide additional explanations/ justifications regarding the changes to the specialized school admission plan, which include the addition of a foreign language exam, ensuring feasibility, fairness, and practicality for candidates.
Specifically, the Inspectorate of the Ministry of Education and Training recommended that the Department research, review, adjust, and issue, within its authority, the work plan of the examination grading council to ensure that the content is consistent with the directives of the Department of Education and Training, the People's Committee of Hai Phong city, and the Ministry of Education and Training.
Regarding the Examination Board, the inspection team requested that they study, review, adjust, and issue a work plan that is consistent with the directives of the Department of Education and Training, the People's Committee of Hai Phong City, and the Ministry of Education and Training.
Review the forms and minutes for proper grading. Members of the grading committee must diligently study and understand the grading process and how to handle unusual situations, proactively reporting any irregularities in exam papers immediately.
