Hai Phong converts over 42 hectares of rice paddy land for road construction.

At the 18th session of the Hai Phong City People's Council, 16th term, 2021-2026, 34 resolutions were passed. Among them was a resolution on converting land use from two-crop rice cultivation (from 10 hectares to less than 500 hectares) to implement projects in the three districts of Hai An, Duong Kinh, and Kien An, and Tien Lang district.

This resolution has attracted widespread attention from the people of Hai Phong because the City People's Council allows the conversion of 42.48 hectares of rice paddy land in three districts (Hai An, Duong Kinh, and Kien An) for the implementation of the Ring Road 2 construction project, specifically the Tan Vu - Hung Dao - Bui Vien section (Ring Road 2 Project).

The Ring Road 2 project in Hai Phong has a total length of nearly 11 km, passing through 3 districts.

Currently, transport vehicles, mostly container trucks, traveling from the port cluster area of ​​Hai Phong City (Hai Phong Port, Chua Ve Port, Dinh Vu Port, Lach Huyen Port, etc.) mainly follow Bui Vien, Nguyen Van Linh, and Nguyen Binh Khiem roads to National Highway 5, National Highway 10, and other inter-provincial roads.

These routes are mostly overloaded, frequently experiencing localized traffic congestion during peak hours. In addition, the constant flow of container trucks day and night poses a risk of environmental pollution, traffic safety hazards, and disruption to the lives and daily activities of residents in the area.

It is expected that when the Ring Road 2 project is completed, it will help divert container trucks away from the city center to avoid traffic congestion, reduce traffic safety risks, and minimize environmental pollution.

In addition, the route will shorten travel time, reducing the journey time from the Hai Phong port cluster to National Highway 5, National Highway 10, and other inter-provincial routes. This will bring economic benefits to businesses and promote the development of Hai Phong's port economy.

Local authorities are focusing on land clearance to facilitate the project.

The Ring Road 2 project received investment approval from the Hai Phong City People's Council in Resolution No. 24/NQ-HĐND dated August 12, 2021. Subsequently, the City People's Committee approved it in Decision No. 709/QĐ-UBND dated March 21, 2023.

The project has a total length of approximately 11 km, passing through the territories of three districts: Hai An, Duong Kinh, and Kien An, with a total investment of over 7.439 billion VND. The funding comes from the Hai Phong City budget.

The components of the Ring Road 2 Project include: The section from Provincial Road 353 - Hung Dao, 68m wide, with 8 lanes. The Hai Thanh Bridge over the Lach Tray River, approximately 1.3 km long and 32m wide, with 8 lanes. The overpass at the Bui Vien intersection, approximately 330m long and 25m wide, with 6 lanes. The Tan Vu - Hai Thanh Bridge section and the Tran Hung Dao - Bui Vien section, 37m wide, with 8 lanes.

The total land area to be acquired for the project is 106.53 hectares, including 42.48 hectares of double-cropping rice land in the three districts of Kien An, Hai An, and Duong Kinh, which needs to be converted to road land under the authority of the Hai Phong City People's Council.

According to Nguoi Dua Tin , the authorities in the three localities where the project passes through are currently urgently carrying out land acquisition procedures in accordance with regulations.

In Hai An district, Hai Phong city, the local authorities are reclaiming 28.96 hectares of land, including: 2.68 hectares of residential land, 10.36 hectares of agricultural land, and 15.92 hectares of non-agricultural and other land. Of this, the 2.68 hectares of residential land involves 132 households. The total estimated cost for land clearance is 320 billion VND.

The People's Committee of Hai An District has informed and disseminated information about the implementation of the Ring Road 2 Project to households in the area, especially those whose land will be acquired. In addition, they have issued notices of land acquisition for the project.

In Kien An district, Hai Phong city, to serve the project, the local authorities reclaimed 17.79 hectares of land with a total compensation cost of 170 billion VND. This includes 9 hectares of rice paddy land and over 2,000 square meters of residential land.

In Duong Kinh district, Hai Phong city, the total area to be acquired for the project amounts to nearly 60 hectares. This includes over 7.1 hectares in Hai Thanh ward, nearly 15 hectares in Anh Dung ward, over 7.1 hectares in Da Phuc ward, and nearly 31 hectares in Hung Dao ward.

Many people wonder why, despite the Hai Phong City People's Council approving the investment plan in 2021, the Ring Road 2 project has only now been launched. According to information from the Hai Phong City People's Committee, this is due to some difficulties and obstacles related to the allocation of public investment capital.

These difficulties have now been largely resolved, and the People's Committee of Hai Phong City has requested that localities promptly complete land clearance work to implement the project according to regulations.
