Lao Cai announces staff evaluation scale to streamline

The assessment content is shown on a 100-point scale. Part I (maximum 75 points) will be assessed based on the individual's performance in the last 3 years according to criteria of moral qualities, sense of responsibility, sense of discipline, and discipline in performing tasks.

Evaluation criteria on professional and technical capacity; ability to meet requirements on progress, time, quality of performing regular and ad hoc tasks and public services; Evaluation criteria on results and work products associated with the functions and tasks of the agency, organization, and unit.

Other criteria according to Party regulations and current laws of each year of assessment, ensuring comprehensiveness and multi-dimensionality for each individual have been assessed and recognized by competent authorities.

Evaluation results in this part I from 70 points or more (allowed to stay and work); Below 70 points (considered to stay and work or may have to quit).

For part II (maximum 25 points), professional qualifications and training major will be assessed; Health of the individual meets the requirements of the task; Remaining working time of the individual up to the date of retirement age according to the provisions of law.

It is known that from now until the merger of provincial administrative units, Lao Cai province has 4 rounds of resolving leave regime.

Accordingly, the first phase will resolve the regime for those who quit their jobs on June 1, 2025.

Phase 2 will begin to resolve the regime for those affected by the reorganization of commune-level administrative units and the implementation of the 2-level local government model who will retire on July 1, 2025.

Phase 3 resolves the regime for those who quit their jobs by August 1, 2025.

Phase 4 resolves for those affected by the merger of provincial administrative units who retire on September 1, 2025.

Regarding time, before the 1st of each month, agencies and units must send a written request with a list, implementation budget and records for cases of resignation to the Department of Home Affairs and the Provincial Party Committee's Organization Board.

Before the 15th of each month, the Department of Home Affairs and the Provincial Party Committee's Organization Board send the Department of Finance to review the budget for resolving policies and regimes.

Before the 22nd of each month, the Department of Finance shall send a document on the examination of the budget for implementing the regime and policies to the following units: Department of Home Affairs, Provincial Party Committee Organization Board.

Before the 25th of each month, the Department of Home Affairs shall submit to the Provincial People's Committee for approval the list and budget for implementing policies and regimes for cadres, civil servants and employees according to regulations.
