Speaking at the opening of the session, Comrade Bui Thi Minh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The 26th session of the 17th Provincial People's Council takes place at a time when Party committees, authorities and the entire political system are urgently implementing many major policies of the Central Government; The Party Committee, the government, localities, agencies and units are actively and determinedly implementing solutions to remove difficulties and obstacles to promote production and business, ensure social security, national defense and security, and strive to contribute to the whole country in achieving the growth target of over 8%, creating a solid foundation for double-digit growth in the next period... With the spirit of urgency and determination, not to interrupt the regular operations of units in accordance with the direction of the Central Government, the Provincial People's Council organized a Special Session to promptly issue mechanisms and policies to promote socio-economic development, speed up investment procedures for construction from the State budget, and procedures to attract investment in non-State budget projects under the authority of the Provincial People's Council. Accordingly, at the session, the Provincial People's Council reviewed, discussed and decided on many important issues.

After the opening speech of the Chairman of the Provincial People's Council, the delegates listened to the leaders of the Provincial People's Committee briefly present Group 4 of the Proposal on: Amending a number of contents of the Project issued with Resolution No. 342/2020/NQ-HDND, dated December 9, 2020 of the Provincial People's Council; Approving the Project to improve the organization and operation of the Farmers' Support Fund of Hoa Binh province; Regulating the cost level for service organizations to pay social assistance to social protection beneficiaries in the province; Regulating the policy to support human resource training to improve the quality and capacity of medical examination and treatment for people in Hoa Binh province from 2025 and orientation to 2030.

The delegates of the Da Bac District Delegation Group proposed to clarify some contents of the resolution that were still commented on in the explanation report. The delegates of the Luong Son District Delegation Group gave their opinions on the stone quarries and approved investment projects in the district. The delegates voted to approve the Proposal and Resolution on unanimously dismissing the position of Member of the Provincial People's Committee, term XVII for the following comrades: Bui Van Truong, former Chief of Office of the Provincial People's Committee; Pham Tien Dung, former Director of the Department of Industry and Trade; Nguyen Van Truong, former Chief Inspector of the province; Do Hai Ho, former Director of the Department of Science and Technology due to retirement to enjoy social insurance benefits. Then, the procedure was carried out to dismiss the position of Provincial People's Council delegate, term XVII, 2021-2026 for comrade Bui Trung Kien, former Secretary of the Lac Thuy District Party Committee, and the Lac Thuy District Delegation Group due to retirement according to the regime.
