The transition to a domestic information technology (IT) infrastructure is one of the main tasks of large companies operating in the Russian market today.

Russia is increasingly moving towards technological sovereignty. This is confirmed by legislative changes and the implementation of the national project "Data Economy and Digital Transformation of the State" which will come into effect in 2025.

In the context of Russia being embargoed for the past period, along with Western IT product and service providers leaving Russia and ending products developed in this market, the transition to domestic IT infrastructure of Russian companies has been strongly promoted.

In 2025, this will be further promoted in the National Project "Data Economy and Digital Transformation of the State". In it, Russian administrators have emphasized that this need is not only related to political reasons but also to technological requirements.

According to a joint study by independent Russian consulting organizations Rubytech and STREAM Consulting, the cost of owning Western IT solutions is becoming increasingly expensive due to inflation, the devaluation of the ruble, rising costs of support, components, logistics, increased costs of hiring specialists, and other economic factors. In addition, technological "obsolescence" is also a problem.

Meanwhile, research by these units also shows that the cost of owning an IT platform based on Russian solutions will gradually decrease over time because it is not affected by some of the factors mentioned above. This is completely justified due to increased competition, an increase in product variety, and an increase in the quality, reliability, and productivity of technology. Along with that, the level of understanding and experience of Russian experts is also improving.

Another key point is the legislative changes regarding Russia's national technological sovereignty. Accordingly, the Ministry of Digital Development has approved deadlines for state-owned companies to switch to Russian software.

From January 1, 2025, businesses must start using domestic operating systems from office suites, antivirus programs and virtual systems. From January 1, 2026, use the Russian Database Management System. According to that roadmap, by January 1, 2030, key Russian government agencies and businesses must be completely transformed.

For some important sectors of the economy such as banking, fast and high-quality solutions to IT infrastructure problems are especially important.

According to Nikolay Kozhevnikov, Director of VIP Banking at Rubytech, today it is unimaginable that a banking application can open in just 10 seconds.

For the banking industry, a key advantage of a high-load IT infrastructure is the ability to ensure the availability of applications that provide convenience and high security for customers, Mr. Kozhevnikov explained.

But at the same time, such solutions tend to become outdated very quickly, so they need to be constantly updated. As Western companies leave the Russian market, updating the infrastructure they created has become difficult and in some cases impossible.

An example of comprehensive import substitution in financial institutions is the Gazprombank project.

Gazprombank is building a technologically independent IT infrastructure based on software and hardware systems. The project to reduce dependence on foreign manufacturers began in 2022. The optimal solution to this task is the use of domestic hardware and software systems that combine the principles of component compatibility, fault tolerance and scalability.

According to Rubytech's assessment, by 2030, almost the entire volume of Western IT infrastructure purchased by Russian customers will become obsolete. On the contrary, domestic manufacturers will continue to improve their products. It is important that such solutions are available not only to leading industries, but also to the majority of other businesses.

Analysts also concluded that Russia is one of the most stable IT markets in the face of potential competition from international companies. This can be explained by the strategy in the context of the country's technological sovereignty, as well as the active participation of large Russian companies in the entire process of import substitution of IT infrastructure.
