Strive to have many valuable literary and artistic works

Reporting at the meeting, Mr. Do Hong Quan, Chairman of the Vietnam Union of Literature and Arts Associations, said: In recent years, the team of artists has continued to promote patriotism, make efforts in composing, mobilizing, propagating, promoting and introducing literary and artistic works, participating in conveying the Party's guidelines and policies, the State's policies and laws to the masses, contributing to the common and important achievements of the country.

However, according to Mr. Do Hong Quan, in recent years there have not been many outstanding works, which have not attracted wide public attention and have not had much influence. Some regulations on policies and regimes for Association officials are not clear. The work of planning and appointing leaders, assistants and consultants has encountered many difficulties. Investment funds for literature and art are not commensurate. Literature and art work in general and especially in localities still face many difficulties and confusion regarding operating costs. Some Party committees and authorities have not attached importance to or paid attention to the role and specificity of literature and art. Socialization work is not strong and is not very effective.

Mr. Do Hong Quan said that the key tasks in the coming time are for the Party Delegation of the Vietnam Union of Literature and Arts Associations to continue to direct the development of a number of specific programs and projects to be submitted to competent authorities to effectively implement Resolution No. 23-NQ/TW and Conclusion 84-KL/TW of the Politburo; Implement Directive No. 36-CT/TW of the Secretariat, Instructions of Party Committees, the Congress Steering Committee, and the Party Delegation to develop a plan to organize the Congress to ensure compliance with procedures and regulations; Direct the implementation of plans to organize activities to celebrate and welcome major events and holidays in 2025; Party congresses at all levels, towards the 14th National Party Congress.

In the coming time, the Union will promote creation and innovation as the core political task throughout the activities of the Union and the Associations of Literature and Arts. Continue to innovate artistic thinking, expand topics, themes, and creative amplitude; pay attention to professionalism to have many works that crystallize talent and enthusiasm, with high generalization about the cause of national innovation, building and defending the Fatherland; Strive to have many works, theoretical and critical works of high value, guiding public opinion and orienting the development of literature and arts; Promote the promotion of works, improve the quality of exhibitions of paintings, art photos, fairs... to bring cultural products to the general public, improve people's knowledge and guide aesthetics; Promote cultural exports; selectively absorb world cultural values. Promote literary translation activities; participate in international festivals, awards, conferences and seminars on literature and arts.

The President of the Vietnam Union of Literature and Arts Associations proposed that, in the Law-making Program, the National Assembly should approve the development of the Law on Literature and Arts; Study and amend some contents of Conclusion No. 35-KL/TW of the Politburo on the list of titles, leadership positions and equivalent positions of the political system from the Central to the grassroots level.

Mr. Do Hong Quan hopes that the Government will soon issue a new Decree to replace Decree 45/2010/ND-CP of the Government regulating the organization, operation and management of associations.

At the same time, it is recommended that the Prime Minister include in the program, continue to maintain the policy of supporting creativity for artists, increasing each year according to the growth of the national economy, have a specific mechanism, assign tasks instead of ordering, have a long-term creative support program. The program to support literary and artistic creativity for the period 2021-2025 is about to end, propose a policy for the next phase, including financial support for central and local literary and artistic newspapers and magazines.

In order to implement Conclusion 84-KL/TW of the Politburo on continuing to implement Resolution 23-NQ/TW of the Politburo, it is proposed that each member organization and association at the Central level develop and implement at least one program/project on preserving, promoting, publishing, disseminating and developing literature and art in each field towards the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the Country. Because each field has its own specific characteristics, each member organization and each association is an independent budget level not belonging to the Union.

Propose that relevant ministries and branches implement the Prime Minister's approved Decisions, promptly guide and remove difficulties in the implementation process.

Propose that the Ministry of Culture, Sports and Tourism submit to the Prime Minister for approval the mechanism for assigning tasks and implementing the application of spending norms on supporting the creation of works according to Decision 558-QD/TTg of the Prime Minister; Continue to preside over and coordinate with relevant ministries and branches to approve funding for 3D books according to Decision 69/QD-TTg of the Prime Minister on the Program for research, building a database and publishing literary works for the revolutionary cause towards the 90th anniversary of the founding of the Country, the 100th anniversary of the founding of the Party on the basis of 4.0 technology; Guide the implementation of Decision No. 25-QD/TTg of the Prime Minister on the annual Literature and Arts Awards; Synthesize and report on the tasks that the Union and Associations have proposed and proposed to include in the National Target Program on Culture for the period 2025-2035 or submit to the Prime Minister to develop into separate programs and projects for implementation.

At the meeting, the opinions of the representatives of the Central Professional Associations agreed to propose the completion and establishment of Party delegations at the Associations, the award mechanism of Festivals, Awards of the Associations, policies for artists...

Arouse and strongly promote the desire to contribute and the creative capacity of artists

Speaking at the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that over the past time, especially after focusing on implementing the Resolution of the 13th National Party Congress on building and developing Vietnamese culture and people and the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference in 2021, the coordination between the Ministry of Culture, Sports and Tourism and the Vietnam Union of Cultural and Arts Associations and relevant parties has been strengthened to create a combined strength in developing an advanced Vietnamese culture imbued with national identity; bringing culture on par with economics, politics and society.

Thanks to the joint efforts of all sectors and levels, including the role of the Vietnam Union of Literature and Arts Associations, literature and arts continue to be affirmed as an important field, a constituent and particularly delicate part of culture. Literature and arts play a role in meeting essential needs and aspirations towards truth, goodness and beauty.

On the side of the Ministry of Culture, Sports and Tourism, Minister Nguyen Van Hung said that the Ministry has shifted its thinking from doing culture to state management of culture. This thinking is assessed by the Party and State leaders as correct, accurate and timely, creating a positive change in promoting the development of culture. The Ministry of Culture, Sports and Tourism manages the field of culture and arts by legal means; there is reasonable and harmonious regulation. The Ministry is also making efforts to solve the problem of promoting creativity in culture and arts while still complying with current legal regulations.

According to the Minister, regarding the law-making work, the Ministry of Culture, Sports and Tourism has submitted to the National Assembly for approval the Law on Cinema (amended), which is the basis for the development of Vietnamese cinema. The Ministry has also advised the National Assembly to promulgate the Law amending and supplementing a number of articles of the Law on Intellectual Property in 2022. In which, there are very strict regulations on copyright, which is the driving force for the development of culture and arts... Within its authority, the Ministry has also issued 7 circulars on technical and economic norms related to the fields of culture and arts. In which, many circulars have removed difficulties for localities.

Before the National Assembly, the Ministry of Culture, Sports and Tourism reported on the shortcomings in the remuneration policy for artists. The National Assembly gave instructions and assigned the Government to review and amend inappropriate policies in the field of culture and arts.

Regarding some limitations arising from the reality of cultural and artistic development, Minister Nguyen Van Hung stated that the Ministry has identified the problems and conducted consultation, amendments and had flexible solutions to solve the problems.

In the coming time, the Minister said that solutions to clear mechanisms and policies will be developed and implemented for the development of Vietnamese culture and arts. Regarding the National Target Program on Cultural Development for the period 2025 - 2035, after having a common understanding of the content of culture and arts development and training of artists, when the National Assembly approves, together with the Ministry of Culture, Sports and Tourism, the issue of implementation will be handled by the Union of Culture and Arts Associations, training institutions, localities, etc. This shows the division of roles and decentralization in the organization of implementation. The Minister hopes that this will have the drastic participation of relevant parties to create efficiency in implementation.

Regarding the strategy for developing the cultural industry, the Minister stated that it is necessary to clearly define the role of the State in creating policies, businesses in implementing them, and artists in playing the role of creators.

In the process of amending legal documents, the Minister affirmed that it is necessary to collect full opinions and have specific assessments of impacts. The Minister hopes that the Vietnam Union of Literature and Arts Associations and specialized Literature and Arts Associations will have close cooperation on this issue so that documents and policies, when issued, will be put into practice. If there are difficulties, we will share and resolve them together.

Regarding the proposal to assign the task of organizing competitions, festivals, performances, and professional exhibitions from the Ministry of Culture, Sports, and Tourism to the Central specialized Cultural and Arts Associations, the Minister said that the Associations operate within the legal framework, on the basis of the principles and charters of the Associations approved by competent authorities. The functions and tasks of the Ministry of Culture, Sports, and Tourism have also been determined by the Government. "The Ministry of Culture, Sports, and Tourism always accompanies the Associations in their activities. All activities must comply with the provisions of the law. If there are any shortcomings, it is completely possible to consider and consult with the Government to conduct research and amendments," the Minister emphasized.

Presenting some solutions for the development of culture and arts, Deputy Prime Minister Le Thanh Long suggested that it is necessary to perfect the legal system on culture and arts; to study and amend some regulations that are not suitable to the reality of culture and arts development. In addition, there should be an assessment of mechanisms and strengthening of financial mechanisms for culture and arts activities. Human resources work in culture and arts activities should be focused on.

Concluding the meeting, Head of the Central Propaganda Department Nguyen Trong Nghia acknowledged the achievements of the Vietnam Union of Literature and Arts Associations and the Central specialized Literature and Arts Associations in the development of Vietnamese literature and arts. In the coming period, Head of the Central Propaganda Department Nguyen Trong Nghia suggested thoroughly grasping the Party's Resolutions and Conclusions on culture in general and literature and arts in particular to all levels and units. From there, creating unity within the Party and the People; rejecting the wrong views of hostile forces; protecting the Party's ideological foundation while still being free and democratic in creativity; arousing and strongly promoting the desire to contribute and the creative capacity of artists.

Mr. Nguyen Trong Nghia also requested to improve the effectiveness of state management, increase resources for building and developing culture and arts; pay more attention to the lives of artists; promote the role, functions and tasks of the Vietnam Union of Literature and Arts Associations and specialized Literature and Arts Associations in performing their tasks. Investment in culture and arts must avoid spreading, have reasonable allocation; focus on infrastructure to raise the country's position, meet the people's need to enjoy culture and arts. Socialization in culture and arts needs to be focused on in the direction of perfecting policies.

In addition, the Vietnam Union of Literature and Arts Associations and the Central specialized Literature and Arts Associations need to promote their role in consulting, criticizing and social appraisal according to the charter and participate with management agencies in building the legal system, removing obstacles and difficulties in the development of literature and arts; making efforts to contribute to the improvement of mechanisms and policies. The proposed solutions must ensure feasibility and consistency.

Finally, the Head of the Central Propaganda Department said that in the context of deep integration as today, culture and arts must also demonstrate proactive integration; have solutions to spread literary and artistic works about President Ho Chi Minh, quality works to international friends. Through the works, it contributes to affirming the position of Vietnam; helping people of other countries understand more about Vietnamese culture and people./.
