On August 8, in Hanoi, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department Nguyen Trong Nghia had a working session with the Party Delegation of the Vietnam Union of Literature and Arts Associations.

Innovation in artistic thinking

Reporting at the meeting, Mr. Do Hong Quan, Chairman of the Vietnam Union of Literature and Arts Associations, said that over the years, the artists have continued to promote patriotism; made efforts to create, mobilize, propagate, promote and introduce works; participated in conveying the Party's guidelines and policies, the State's policies and laws to the masses, contributing to the common and important achievements of the country.

However, according to Mr. Do Hong Quan, in recent years there have not been many outstanding works that have attracted wide public attention; the influence has not been widespread. Investment funds for culture and arts are not commensurate. Culture and arts work in general, especially in localities, still faces many difficulties and confusion regarding operating costs.

Mr. Do Hong Quan proposed that in the law-making program, the National Assembly should adopt the policy of building the Law on Literature and Arts. He also proposed that the Prime Minister include in the program, continue to maintain the policy of supporting creativity for artists, increasing each year; have a specific mechanism, assign tasks instead of placing orders; have a long-term creative support program.

Speaking at the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that over the past time, the coordination between the ministry and the Vietnam Union of Literature and Arts Associations and related parties has been strengthened. Thanks to the joint efforts, culture and arts continue to be affirmed as an important field, a component and a particularly delicate part of culture. Culture and arts play an important role in meeting essential needs and aspirations towards truth, goodness and beauty.

According to the Minister of Culture, Sports and Tourism, in the coming time, solutions to clear mechanisms and policies will be built and implemented for the development of Vietnamese culture and arts. Regarding the strategy for developing the cultural industry, Minister Nguyen Van Hung stated that it is necessary to clearly define the role of the state in creating policies, businesses in implementing, and artists in the role of creators.

In the process of amending legal documents, Minister Nguyen Van Hung said that it is necessary to collect full opinions and have specific assessments of impacts. The Minister hopes that the Vietnam Union of Literature and Arts Associations and specialized Literature and Arts Associations will cooperate closely on this issue so that documents and policies will be put into practice when issued.

Care about the life of artists

Presenting some solutions for the development of culture and arts, Deputy Prime Minister Le Thanh Long suggested that it is necessary to perfect the legal system on culture and arts; to study and amend some regulations that are not suitable for the reality of culture and arts development. In addition, it is necessary to evaluate mechanisms and strengthen financial mechanisms for culture and arts activities. Human resources in culture and arts activities also need to be focused on.

Concluding the working session, Head of the Central Propaganda Department Nguyen Trong Nghia acknowledged the results that the Vietnam Union of Literature and Arts Associations and the central specialized Literature and Arts Associations have achieved in the cause of developing Vietnamese literature and arts. In the coming period, Mr. Nguyen Trong Nghia suggested thoroughly grasping the Party's resolutions and conclusions on culture in general and literature and arts in particular to all levels and units. Protect the Party's ideological foundation while still being free and democratic in creativity; arouse and strongly promote the desire to contribute and the creative capacity of artists.
