During a working session on March 14 in Dong Nai, Deputy Prime Minister Ho Duc Phoc said that no other province has had to clear land for projects as much as Dong Nai. Therefore, Dong Nai needs to coordinate closely with the Ministry of Agriculture and Environment to thoroughly resolve difficulties and problems related to construction materials for projects.
Previously, on March 11, Vice Chairwoman of Dong Nai Provincial People's Committee Nguyen Thi Hoang worked with investors who have been licensed to exploit construction materials themselves according to the new Circular on exploiting Group IV minerals. However, the process of supplying stone still faces many difficulties due to legal problems related to land, investment and licensing of exploitation. According to the Provincial People's Committee, this year, 12 stone quarries in the area set a target of exploiting 22 million m3, but in reality, they can only reach 30 - 50% of their capacity due to the above obstacles. However, Dong Nai still committed to allocating more than 7.1 million m3 of stone to important projects to meet construction progress.
The Vice Chairman of Dong Nai Provincial People's Committee has directed relevant departments and branches to urgently remove difficulties. Specifically, the Provincial Land Registration Office is required to apply new regulations of the 2024 Land Law and guiding documents to speed up the process of granting and renewing land use right certificates. The Department of Agriculture and Environment is responsible for reviewing and handling violations to ensure that mining activities take place in accordance with regulations and without interruption.
At the same time, mine owners are required to quickly complete legal documents on land, investment policies and project transfer procedures, then submit them to the management agency for consideration and resolution. In case of violations, enterprises must strictly comply with the penalty regulations, ensuring transparency and publicity in mineral exploitation activities.

In Ho Chi Minh City, the Ring Road 3 project lacks more than 4 million cubic meters of sand and millions of cubic meters of soil and rock. Projects in Ho Chi Minh City depend on materials from neighboring provinces, but mobilizing supply sources is facing obstacles.
According to Deputy Minister of Construction Le Anh Tuan, the Southeast region has a total demand for construction stone of nearly 22 million m3, but currently only 5 million m3 can be supplied. Mobilizing the remaining 17 million m3 is putting great pressure on projects.
In order to meet the supply of construction materials, the Government and ministries and branches have issued many important instructions. On March 6, Deputy Minister of Agriculture and Environment Tran Quy Kien announced the application of the Circular to resolve difficulties in exploiting Group IV minerals. On March 9, Prime Minister Pham Minh Chinh requested the Ministry of Agriculture and Environment to conduct a field survey and guide localities in resolving difficulties. On March 10, Deputy Prime Minister Tran Hong Ha requested provinces to immediately resolve difficulties in licensing, extending, and increasing the exploitation capacity of mines.
In addition, western provinces such as Long An and Tien Giang are looking for ways to exploit sand from riverbeds, reducing dependence on traditional sources. Some businesses are also investing in old concrete recycling technology to reduce pressure on natural resources.
To meet the long-term demand for construction materials, many experts believe that it is necessary to promote responsible mineral exploitation, protect the environment and invest in alternative construction materials. The use of fly ash, blast furnace slag from thermal power plants, lightweight aggregate cement, unburnt bricks, etc. will help reduce pressure on natural resources, towards sustainable development.
With drastic solutions from the central to local levels, it is expected that the "construction materials problem" in the Southeast will soon be resolved, helping key infrastructure projects reach the finish line on schedule.
