On March 25, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation issued Official Dispatch No. 01-CV/BCĐTW on developing an Action Plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo (Resolution No. 57-NQ/TW) at the local level; accompanied by the Action Plan Framework of the Provincial/Municipal Party Committee to implement Resolution No. 57-NQ/TW.

Ensuring strategic, comprehensive, holistic, unified and synchronous nature

The dispatch clearly states: Implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Decision No. 229-QD/TW, dated January 10, 2025 and Regulation No. 230-QD/TW, dated January 10, 2025 of the Politburo on the establishment and regulation of functions, tasks, powers, working regime, working relations of the Central Steering Committee on science, technology development, innovation and digital transformation (hereinafter referred to as the Central Steering Committee), in order to effectively implement the Resolution and avoid formalities, the Central Steering Committee requests provincial and municipal Party Committees to urgently develop and promulgate an Action Plan to implement Resolution No. 57-NQ/TW, in which it is necessary to ensure a number of key requirements as follows:

Establish/consolidate the "Steering Committee for Science, Technology, Innovation and Digital Transformation Development of the Province/City...", with the Secretary of the Provincial/City Party Committee as the Head of the Committee, the Office of the Provincial/City Party Committee as the Standing Agency, in line with the model of the Central Steering Committee. Upgrade the Department of Cryptography - Information Technology to the Department of Digital Transformation - Cryptography, consolidate the functions, tasks, organization, and personnel in science, technology and digital transformation to meet the requirements of qualifications and capacity for specialized units advising the Standing Agency, with appropriate mechanisms and policies for remuneration; arrange cadres with qualifications and capacity in science and technology to Party committees at all levels.

Issue a local Action Plan on science, technology, innovation and digital transformation that fully adheres to the contents of Resolution No. 57-NQ/TW of the Politburo, Decision No. 204-QD/TW dated November 29, 2024 of the Secretariat, Resolution No. 03/NQ-CP dated January 9, 2025 of the Government, Resolution No. 193/2025/QH15 of the National Assembly, and directive documents of the Central Government, ensuring the strategic, comprehensive, comprehensive, unified and synchronous nature of science, technology, innovation and digital transformation development at the local level. The Action Plan needs to be practical and specific to the locality, avoiding the phenomenon of copying the Resolution, leading to a general and unfeasible Plan.

The Central Steering Committee requests provincial and municipal Party Committees to urgently research, develop, promulgate and implement, ensuring practicality and effectiveness.

During the implementation process, if there are any difficulties or problems, the provincial and municipal Party Committees are requested to report to the Central Party Office - the Standing Agency of the Central Steering Committee (through the Department of Digital Transformation - Cryptography) for synthesis and reporting to the Steering Committee for consideration and resolution.

Development of science, technology, innovation and digital transformation are decisive factors in the development of countries.

Building a modern, transparent and effective digital government, digital economy and digital society

The action plan framework of the provincial/municipal Party Committee to implement Resolution No. 57-NQ/TW is issued together with Official Dispatch No. 01-CV/BCĐTW of the Central Steering Committee with the aim of:

Thoroughly grasp and concretize Resolution No. 57-NQ/TW: Ensure that the entire Party Committee and political system at the local level fully and deeply perceive the position, role, and importance of science, technology, innovation, and digital transformation, associated with the strong and prosperous development of the province/city and the country in the new era; concretize the viewpoints, policies, tasks, and solutions of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, Decision No. 204-QD/TW dated November 29, 2024 of the Secretariat, Resolution No. 03/NQ-CP dated January 9, 2025 of the Government, Resolution No. 193/2025/QH15 of the National Assembly into specific goals, plans, strategies, projects, and plans, suitable to the conditions of the province/city. The leader must be directly responsible and direct; cadres, party members, civil servants and public employees must set an example; create consensus and high determination in implementation.

Unifying awareness, creating high political determination: Helping Party committees, authorities, the Fatherland Front, organizations, businesses and people have correct awareness, creating consensus in implementation; arousing the spirit of initiative and creativity at all levels and in all sectors, enhancing the sense of responsibility in organization and implementation.

Promoting local potential and strengths: Identify priority areas for developing science, technology, innovation and digital transformation based on advantages (agriculture, industry, services, tourism, etc.); promote breakthroughs in socio-economic development, enhance competitiveness, create a favorable environment to attract investment, talent and technology.

Create a strong shift in digital infrastructure, digital human resources, science and technology ecosystem, innovation: Gradually build digital government, promote digital economy, digital society; establish a startup ecosystem, training facilities, scientific and technological research, innovation centers, high-tech zones, concentrated information technology zones,... suitable to local realities.

Contribute to sustainable development and modernization of the country: Implement the Action Plan well so that the locality can make practical contributions to the cause of industrialization and modernization, in line with the country's socio-economic development strategy; improve the quality of life, ensure social security, protect the environment, and strengthen national defense and security.

The general objective of the Planning Framework is to enhance the endogenous capacity and competitiveness of the local economy through promoting research and application of science and technology, improving productivity, quality and added value in key industries and fields; increasing the contribution of the TFP index to local GRDP growth.

Promote innovation activities, form a startup ecosystem, research and development centers, closely connect research facilities with training facilities and businesses; inspire creativity and attract high-quality resources from within and outside the country.

Building a modern, transparent and effective digital government, digital economy and digital society, bringing the management, direction and operation of organizations, party and state agencies into the digital environment, based on data; providing comprehensive online public services, convenient digital utilities for people and businesses, creating breakthroughs in administrative reform, public governance and sustainable development.

Restructuring, building a unified, stable, flexible digital infrastructure, prioritizing the application of cloud computing technology, ensuring information security and network security, gradually improving people's quality of life, contributing to the economic restructuring towards industrialization and modernization.

Improve the quality of human resources, promote the creative potential of all social classes, promote regional connectivity, international integration in science and technology, actively contribute to the goal of industrialization and modernization of the country by 2030, with a vision to 2045.

The action plan framework of the provincial/municipal Party Committee to implement Resolution No. 57-NQ/TW also clearly states 10 groups of tasks and solutions on leadership and direction; raising awareness and political determination, information and communication; perfecting institutions and policies to create breakthroughs and ensure resources; building a strategy for developing digital infrastructure, applications and digital services; building a 10-year overall strategy for developing the startup ecosystem, innovation, supporting research and development; building a 5-year strategy for developing high-quality human resources; building a digital transformation strategy, digital economy at the provincial/municipal level; ensuring network security and digital sovereignty; promoting regional and international cooperation and linkages; monitoring, evaluating and disseminating.

In the implementation organization, the Plan framework clearly states the responsibilities of the Provincial/Municipal Steering Committee; the responsibilities of the Standing Committee of the Provincial/Municipal Party Committee; the responsibilities of the subordinate Party Committees; the responsibilities of the Office and the advisory boards of the Provincial/Municipal Party Committee; the responsibilities of the Provincial/Municipal People's Committee; the responsibilities of the Fatherland Front and mass organizations; the information, reporting, interim and final review mechanisms; implementation costs and support resources.../.
