The great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos is a priceless common asset of the two peoples, an objective necessity, a historical law and the greatest source of strength, a foundation for the two countries to promote and pass on to future generations. Throughout the nearly century-long history, the two countries have always been steadfast in the goal of national independence and socialism; standing side by side, supporting each other in the cause of innovation, construction, development and protection of the country today and in the future. In particular, defense and security cooperation continues to be maintained and developed, being one of the important pillars in the relationship between the two countries.

The cooperation between the Ministry of Public Security of Vietnam and Laos has been maintained, strengthened and developed in both breadth and depth over the years, especially in the coordination of exchanging information related to national security and maintaining social order and safety in each country. Under the close guidance of the leaders of the two Ministries, the Public Security Forces of Vietnam and Laos have successfully completed the task of ensuring national security and social order and safety, making an important contribution to the construction and development of each country.

In the overall very good and comprehensive relationship on diplomatic channels, the Party, State, National Assembly, Ministry of Public Security and other ministries and branches have also actively promoted the implementation of people-to-people diplomacy, one of the three pillars of comprehensive and modern Vietnamese diplomacy, to contribute to the effective implementation of public security work arising from the good feelings, traditions and loyalty of the people of the two countries in general, and the officers and soldiers of the two ministries in particular.

On that basis, in response to the requirements of the new situation, with the attention of the Central Party Committee of the Public Security, the leadership of the Ministry of Public Security, the Central Committee of the Vietnam - Laos Friendship Association in the People's Public Security, the Vietnam - Laos Friendship Association in the People's Public Security was officially established in 2018. The Vietnam - Laos Friendship Association in the People's Public Security is an organization under the Vietnam - Laos Friendship Association (the Vietnam - Laos Friendship Association has a total of 10 organizations under the Association and 39 friendship associations in provinces and cities across the country, including 10 provinces bordering Laos). The establishment of the Vietnam - Laos Friendship Association in the People's Public Security is of great significance in promoting existing cooperative relations and opening up a new, substantive and effective cooperation channel between the two countries.

The establishment of the Vietnam - Laos Friendship Association in the People's Public Security is a necessary and meaningful activity, a vivid expression and an important forum for leaders, officers and soldiers, both incumbent and retired, to continue to contribute to building and developing the special and comprehensive solidarity, traditional and cooperative relationship between the two countries in general, and between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos in particular. The Vietnam - Laos Friendship Association in the People's Public Security operates with the aim of contributing to enhancing understanding between the two countries' public security forces, consolidating and developing the special friendship, solidarity and comprehensive cooperation between the two countries.

Since its establishment, the Vietnam - Laos Friendship Association in the People's Public Security has continuously innovated its people's foreign affairs activities, strengthened coordination with the Central Committee of the Laos - Vietnam Friendship Association to carry out joint activities related to political tasks and public security work. Currently, the interim President of the Vietnam - Laos Friendship Association in the People's Public Security is holding the position of Vice President and a leader of the Foreign Affairs Department, Ministry of Public Security is a member of the Executive Committee of the Vietnam - Laos Friendship Association, term V, 2023 - 2028.

The Vietnam - Laos Friendship Association in the People's Public Security also becomes a bridge to mobilize and promote friendship and cooperation activities, exchanges effectively and practically according to the functions and tasks of the People's Public Security force, contributing to the development of the special friendship, solidarity and comprehensive cooperation between the Vietnamese and Lao peoples.

In addition, the Association also regularly publishes news and articles on the mass media of the Ministry of Public Security to contribute to promoting the image of the Public Security Forces of Vietnam and Laos to the people of the two countries; making efforts to promote propaganda and education on the traditional friendship between Vietnam and Laos to enhance the understanding of the younger generation of the Public Security Forces of the two countries about the great relationship, special solidarity and comprehensive cooperation between Vietnam and Laos. In addition, the Vietnam - Laos Friendship Association in the Public Security Forces coordinates with the Central Committee of the Vietnam - Laos Friendship Association to organize practical and meaningful activities on the occasion of the anniversaries of the two countries and the two Ministries; organize meetings, express gratitude and visit the veteran comrades, relatives of families who have made many contributions to the development of the relationship between the two countries and the two Ministries.

It is forecasted that in the coming time, the world and regional situation will continue to develop in a complex and unpredictable manner; objects and partners will be intertwined; both struggle and cooperation will occur... more than ever, the two Parties, two States and peoples of the two countries must join hands, be united, strongly promote the tradition of solidarity and cooperation, help each other, continue to move the revolutionary cause of the two nations forward steadily towards the goal of socialism.
