The great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos are invaluable shared assets of the two nations, an objective necessity, a historical law, and the greatest source of strength, serving as the foundation for both countries to develop and pass on to future generations. Throughout nearly a century of history, both countries have consistently pursued the goals of national independence and socialism; standing shoulder to shoulder, supporting each other in the process of renovation, construction, development, and national defense, both now and in the future. In particular, cooperation in defense and security continues to be maintained and developed, forming one of the important pillars of the bilateral relationship.

The cooperative relationship between the Ministries of Public Security of Vietnam and Laos has been maintained, strengthened, and developed in both breadth and depth over the years, especially in coordinating and exchanging information related to national security and maintaining social order and safety in each country. Under the close guidance of the leaders of the two Ministries, the Vietnamese and Lao police forces have successfully fulfilled their nhiệm vụ of ensuring national security and social order and safety, making important contributions to the construction and development of each country.

In the overall context of very good and comprehensive relations across diplomatic channels, the Party, State, National Assembly, the Ministry of Public Security, and other ministries and agencies are also actively promoting people-to-people diplomacy, one of the three pillars of Vietnam's comprehensive and modern foreign policy, aiming to contribute to the effective implementation of police work stemming from the good, traditional, and loyal feelings of the people of the two countries in general, and the officers and soldiers of the two ministries in particular.

Based on that, in response to the demands of the new situation, and with the attention of the Party Committee of the Central Public Security Ministry, the leadership of the Ministry of Public Security, and the Central Committee of the Vietnam-Laos Friendship Association in the Public Security Forces, the Vietnam-Laos Friendship Association in the Public Security Forces was officially established in 2018. The Vietnam-Laos Friendship Association in the Public Security Forces is an organization directly under the Vietnam-Laos Friendship Association (the Vietnam-Laos Friendship Association has a total of 10 affiliated organizations and 39 friendship associations in provinces and cities nationwide, including 10 provinces bordering Laos). The establishment of the Vietnam-Laos Friendship Association in the Public Security Forces is of significant importance in promoting existing cooperative relations and opening up new, substantive, and effective channels of cooperation between the two countries.

The establishment of the Vietnam-Laos Friendship Association within the People's Public Security Force is a necessary and meaningful activity, a vivid manifestation and an important forum for current and retired leaders, officers, and soldiers to continue contributing to the building and development of the traditional solidarity, special and comprehensive cooperation between the two countries in general, and between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos in particular. The Vietnam-Laos Friendship Association within the People's Public Security Force aims to contribute to strengthening mutual understanding between the police forces of the two countries, consolidating and developing the special friendship, solidarity, and comprehensive cooperation between the two countries.

Since its establishment, the Vietnam-Laos Friendship Association within the People's Public Security Force has continuously innovated its methods of people-to-people diplomacy, strengthening coordination with the Central Committee of the Laos-Vietnam Friendship Association to implement joint activities linked to political tasks and police work. Currently, the interim Chairman of the Vietnam-Laos Friendship Association within the People's Public Security Force holds the position of Vice Chairman, and a leader from the Department of Foreign Affairs, Ministry of Public Security, is a member of the Executive Committee of the Vietnam-Laos Friendship Association, 5th term, 2023-2028.

Major General Nguyen Hong Ky, Deputy Director of the Hanoi City Police, received Colonel Khonsi Naovalat, Head of the Lao Ministry of Public Security's Representative Office in Vietnam, for a visit and exchange of views on July 4, 2024.

At the same time, actively implementing propaganda and educational activities on the tradition of good relations between Vietnam and Laos, and between the Vietnamese Ministry of Public Security and the Lao Ministry of Public Security, aims to raise awareness among officers and soldiers, contributing to consolidating and developing bilateral relations. From there, members will creatively apply this knowledge in their work and practical activities, educating the younger generation to preserve and promote the tradition of relations between the two countries and the two Ministries. The Vietnam-Laos Friendship Association within the People's Public Security Force also becomes a bridge to mobilize and promote friendship, cooperation, and exchange activities effectively and practically according to the functions and tasks of the People's Public Security Force, contributing to the development of the special friendship, solidarity, and comprehensive cooperation between the people of Vietnam and the people of Laos.

Furthermore, the Association regularly publishes news and articles in the mass media of the Ministry of Public Security to contribute to promoting the image of the police forces of Vietnam and Laos to the people of both countries; striving to promote the dissemination and education about the traditional friendship between Vietnam and Laos to enhance the understanding of the younger generation of police forces of both countries about the great relationship, special solidarity, and comprehensive cooperation between Vietnam and Laos. In addition, the Vietnam-Laos Friendship Association in the People's Public Security Force, in coordination with the Central Vietnam-Laos Friendship Association, organizes practical and meaningful activities on the anniversaries of both countries and ministries; and organizes meetings, expresses gratitude, and visits to veteran comrades and their families who have made significant contributions to the development of relations between the two countries and ministries.

Looking ahead, the global and regional situation is expected to remain complex and unpredictable; adversaries and partners will be intertwined; and there will be both struggle and cooperation... More than ever, the two Parties, the two States, and the people of the two countries must work together, strongly promote the tradition of solidarity and cooperation, and help each other, continuing to advance the revolutionary cause of the two nations steadily towards the socialist goal.

In this context, the Vietnam-Laos Friendship Association within the People's Public Security Force needs to continue to promote its role and position, making positive contributions to the work of the Vietnam-Laos Friendship Association in particular and strengthening the special friendship between the two countries in general. With that spirit, the Vietnam-Laos Friendship Association within the People's Public Security Force will continue to be an important bridge for the ever-lasting and enduring friendship between the Vietnamese and Lao peoples.
