Resolution No. 45 is the "compass" for the development of Hai Phong.
On the morning of August 2, the Central Economic Committee coordinated with the Hai Phong City Party Committee to organize a conference to review 5 years of implementing Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on "Building and developing Hai Phong City to 2030, with a vision to 2045".

Speaking at the conference, Hai Phong City Party Secretary Le Tien Chau affirmed: Resolution No. 45 is a "compass" for Hai Phong's development with very clear and specific directions, strong enough mechanisms and policies for the city to promote all potentials, advantages, and make strong breakthroughs.
Hai Phong people are happy and excited when thinking about a Hai Phong city leading the country in industrialization and modernization, being the driving force for development of the Northern region and the whole country.

After 5 years of implementing the Resolution, many plans, programs and projects have been issued; many resources have been allocated for implementation, especially in key areas. The role of Hai Phong City as a major socio-economic center for the Red River Delta and the whole country continues to be affirmed.

Continuously maintain economic growth more than twice the national average
At the conference, many reports and comments from delegates from central ministries and branches affirmed the role and significance of Resolution 45 for the remarkable development of Hai Phong City in the past period.
Up to now, after 5 years of implementing Resolution 45, Hai Phong's socio-economic development has achieved many impressive results, becoming a bright spot in the overall picture of the whole country; the material, cultural and spiritual life of the city's people continues to be improved.

Hai Phong City's economy has continuously maintained a high double-digit growth rate: GRDP each year in the 2019-2023 period reached 12.6%/year, 2.44 times higher than the national average (5.16%/year), 1.74 times higher than the 2014-2018 period. 2023 is the 9th consecutive year of maintaining a double-digit growth rate.
Growth quality has been improved, Hai Phong is among the localities with the highest labor productivity in the country. In 2023, the city's labor productivity will reach 392 million VND/worker, nearly twice the national average (199 million VND/worker), more than twice that of 2018 (190 million VND/worker).
Hai Phong City's GRDP per capita has improved significantly. In the 2019-2023 period, it reached 11.64%/year, 2.8 times higher than the country's average per capita growth (4.11%/year) and 1.97 times higher than the Red River Delta (5.92%/year).
In 2023 alone, the city's average GRDP per capita will reach 191 million VND/person, equivalent to 7,826 USD/person, 1.8 times higher than in 2018 and 1.8 times higher than the whole country.

The economic structure is shifting towards modernity with rapidly developing industry, which is the main driving force in economic development and the city is gradually affirming itself as a major industrial center of the country.
The agricultural and rural areas have seen remarkable changes; new rural construction has been promoted with many new, creative, practical and effective approaches. The service sector continues to be restructured towards improving quality, focusing on infrastructure investment; the trade, transportation and tourism sectors continue to play a leading role in the city's service development.
The total state budget revenue in Hai Phong City in the period of 2019-2023 is more than 480,000 billion VND, with an average growth rate of 6.9%/year, 1.8 times higher than the national average (3.71%/year).
In 2023 alone, the total state budget revenue in Hai Phong City will reach VND 103,688.59 billion, 1.4 times higher than in 2018. During the 2019-2023 period, the proportion of domestic revenue will be 36.7%, an increase of 9.15% compared to the 2014-2018 period (27.62%).
Hai Phong City has proactively and actively coordinated with central ministries and branches to specify and develop mechanisms and policies for the city's development according to Resolution No. 45, notably: Resolution No. 35 dated November 13, 2021 of the National Assembly piloting a number of specific mechanisms and policies for the development of Hai Phong City; Decision No. 323 dated March 30, 2023 of the Prime Minister approving the adjustment of the General Planning of Hai Phong City to 2040, with a vision to 2050; Decision No. 1516 dated December 2, 2023 of the Prime Minister approving the Planning of Hai Phong City for the period 2021-2030, with a vision to 2050.
Development investment continues to achieve positive results. Total social investment capital in the 2019-2023 period reached VND 813,000 billion, accounting for 5.42% of the country's investment capital, 2.5 times higher than the 2014-2018 period (VND 325,607 billion); average growth of 11.64%/year. Attracting FDI, Hai Phong is continuously on the list of leading localities nationwide, and has become a destination for many leading corporations in the world and foreign investors.
Many large domestic economic groups invest in key economic sectors of Hai Phong City such as industry, transport infrastructure, high-tech agriculture, tourism, education and training, and healthcare such as: Vingroup Corporation, Sungroup Corporation, Hai Phong Port Joint Stock Company, Hateco International Container Port Company Limited, Saigon Newport Corporation Company Limited...
Transport infrastructure is invested, focusing on mobilizing resources for development in a synchronous and modern direction, contributing to fulfilling the role of an important transport hub and main gateway to the sea of the northern provinces.
In the period of 2019-2023, Hai Phong City has built 19.6km of new national highways, 28km of provincial roads, 55km of district roads and 137km of urban roads. Many traffic works with the role of connecting regions and areas have been completed such as: Hanoi - Hai Phong expressway, Hai Phong - Ha Long expressway; Ben Rung Bridge; Upgrading National Highway 10, Quan Toan - Cau Nghin section and the section from Da Bac bridge to Kien bridge connecting Hai Phong - Quang Ninh...
Lach Huyen International Gateway Port is being accelerated for expansion. Nam Do Son Seaport is preparing for investment. Cat Bi International Airport is being implemented by Vietnam Airports Corporation with projects to expand its passenger reception and cargo handling capacity.
In addition, dozens of social housing projects have been completed and will continue to be implemented in the coming time, ensuring housing for the people. Continuing to carry out the tasks in Resolution No. 45, Hai Phong city is researching and developing a project to establish a Free Trade Zone in Hai Phong, expected to be located in the coastal economic zone in the South of Hai Phong.
