According to the Decision, the Quan Thanh Temple (located at 194 Quan Thanh Street, Quan Thanh Ward, Ba Dinh District, Hanoi) is recognized as a special national relic tourist site managed by the People's Committee of Ba Dinh District.

The People's Committee of Ba Dinh District is responsible for organizing the management, exploitation and development of tourist attractions in accordance with the provisions of the Law on Tourism and related legal documents.
The Hanoi People's Committee assigned the Department of Tourism, Department of Culture and Sports, Department of Industry and Trade, Department of Natural Resources and Environment... and the People's Committee of Ba Dinh District to guide the organization of management and exploitation. At the same time, invest in the Quan Thanh Temple National Special Monument tourist site in accordance with the law and city regulations, ensuring sustainable and effective development.
Quan Thanh Temple is one of the four temples of Thang Long, along with Bach Ma Temple, Voi Phuc Temple and Kim Lien Communal House. This temple worships Huyen Thien Tran Vu. Initially, this temple was located on the south side of To Lich River. After moving the capital to Thang Long, King Ly Cong Uan moved the temple to its current location, hoping that Huyen Thien Tran Vu would help control the water monster of West Lake and guard the north side of Thang Long citadel.
