On March 14, Deputy Prime Minister Le Thanh Long and his delegation attended the naming ceremony of Vo Thi Sau Park and two streets Leningrad - Saint Petersburg, Roman Lazarovic Karmen in Dien Bien Phu city, Dien Bien province. Mr. Kalganov Vyacheslav Gennadievic, Vice Chairman of the Foreign Affairs Committee of Saint Petersburg city, Russian Federation, also attended the event.

On March 13, 2025, the People's Council of Dien Bien province issued Resolution No. 232/ND-HDND on naming roads and public works in Dien Bien Phu city. The province named 7 roads and 3 public works.

Accordingly, Roman Lazarovic Karmen Street is 250m long, connecting from Phan Dinh Giot Street to Vo Nguyen Giap Street, next to 7/5 Square in Muong Thanh Ward.

Leningrad - Saint Petersburg Road is 790m long, connecting from Luong The Vinh Street to 7/5 Street, in Him Lam Ward.

Kostas Sarantidis - Nguyen Van Lap Street is 221m long, connecting from Roman Lazarovic Karmen Street to Vo Nguyen Giap Street, in Muong Thanh Ward.

Henri Martin Street is 175m long, connecting from Vo Nguyen Giap Street to Muong Thanh A urban residential area, in Muong Thanh ward.

Raymonde Dien Street is 480m long, connecting from the riverside promenade behind Nam Rom Hotel to Be Van Dan Street next to Muong Thanh Market.

Verner Shulze - Nguyen Duc Viet Street is 480m long, connecting from Vo Nguyen Giap Street next to the Provincial State Treasury to the Provincial Post Office.

Bat-na Road is 600m long, connecting 7/5 Road of Him Lam resettlement area to near Dien Bien Provincial Guest House.

Three public works in Noong Bua ward, Dien Bien Phu city also have nameplates, including: Vo Thi Sau Park with an area of ​​4.6 hectares, in Residential Group 10; Van Cao Park with an area of ​​0.67 hectares in Residential Group 7 and Hoang Van Park with an area of ​​0.34 hectares in the area of ​​Hoa Sen Kindergarten.

Naming constructions is to honor heroes, martyrs, and those who contributed to the revolution and the glorious history of the Vietnamese people. In addition to historical and foreign significance, naming parks and roads also helps to perfect the urban management system, creating favorable conditions for identifying locations, economic, administrative and social transactions.

This is also a way to educate the revolutionary tradition for the younger generation, arouse national pride, strengthen the awareness of preserving and promoting historical values. With synchronous planning, the park and traffic system will be increasingly modern, serving the daily needs of the people, creating cultural and tourist highlights. This event marks an important step forward in building the image of a Dien Bien Phu that is both developed and modern, while preserving national identity; at the same time, expanding cooperation with international friends , demonstrating the spirit of peace and deep integration.

After the activity of placing nameplates on parks and roads, Deputy Prime Minister Le Thanh Long and the delegation offered incense to commemorate heroic martyrs at the Dien Bien Phu Battlefield Martyrs' Temple and visited the Ban flower garden at the Dien Bien Phu Victory Monument.
