This year’s program focuses on the ViGen Project, a collaborative initiative between NIC, Meta, and AI for Vietnam, aiming to create a large-scale Vietnamese dataset to train and evaluate large language models (LLMs). NIC plays the role of the project’s managing, coordinating, and ensuring that the project is consistent with Vietnam’s national goals.
With the participation of strategic partners such as NVIDIA, Viettel and the Vietnam Academy of Science and Technology, ViGen aims to not only expand the scope of Vietnamese language use in AI but also ensure accuracy, accurately reflect the context, culture and expressions of Vietnamese people. The ViGen project is expected to enhance the presence of Vietnamese in the global AI ecosystem, contributing to the sustainable development of the digital economy.

According to Mr. Tran Viet Hung, Founder & CEO of AI for Vietnam, this project is in line with the Open and Trustworthy Data Initiative (OTDI) of the Global AI Alliance, contributing to overcoming the situation where Vietnamese is not strongly represented in the international AI field. ViGen will build large-scale and high-quality open-source Vietnamese datasets to train and evaluate the capabilities of AI models, ensuring that AI can process and understand the Vietnamese language in a natural and comprehensive way. The ViGen project also contributes to ensuring that the development of AI is consistent with cultural values and ethical standards in Vietnam.
Mr. Vo Xuan Hoai, Deputy Director of NIC, emphasized that AI is changing the world, and if Vietnam wants to maximize the potential of AI, having a large-scale, accurate data source that reflects Vietnamese culture is a prerequisite. Building an open-source Vietnamese data set plays a core role in the development of AI in Vietnam. This data not only helps improve the quality of AI models but also ensures that they can be effectively applied in important areas such as public administration, education, health care and law.

The ViGen project requires joint efforts from policy makers, research teams, researchers, developers, experts and users. Together, we will turn AI into a powerful tool for all Vietnamese people and make Vietnam a global AI powerhouse...", said Mr. Vo Xuan Hoai.
However, a major challenge today is how to ensure accuracy, security and avoid bias in the data generation process. To support the project, Meta has committed to contributing open source datasets from the AI and Data for Public Interest program, including detailed information on mobility, social connections and training data from AI-assisted population maps. This will be an important resource to help develop Vietnam's AI in an effective and sustainable way.
“The ViGen project and the Vietnam Innovation Challenge are not only about advancing technology, but also about building an inclusive AI future that honors and integrates Vietnam’s unique cultural and linguistic heritage,” said Prof. Yann LeCun, Vice President and Chief Artificial Intelligence Architect at Meta Group.
Also at the program, with a focus on enhancing the presence of Vietnamese in AI development through open source datasets, Meta and Deloitte also announced a handbook for the public sector titled "Innovating in the Asia-Pacific Public Sector with Open Source AI: Unlocking Breakthrough Potential with Llama". This handbook provides best practices for implementing open source AI and reviews practical applications of the Llama model in key areas of the public sector, including: citizen engagement, public administration, policy compliance, education, healthcare, and public safety. In particular, the handbook introduces two practical applications of the Llama model in Vietnam: The Ministry of Science and Technology has cooperated with MISA to test a virtual assistant, helping to reduce 98% of the time spent looking up information for officials, thereby increasing work efficiency and saving time. In a project with the Ministry of Justice, Viettel has utilized Llama to deploy a virtual legal assistant, helping to shorten the time spent researching legal documents by about 30%. |
The 2025 Innovation Challenge marks the third year of the program, with the goal of promoting the development of artificial intelligence (AI) in Vietnam. From 2022, the program will attract more than 750 solutions from over 20 countries and territories each year. During President Biden's visit to Vietnam in 2023, the Vietnam Innovation Challenge was assessed by the White House Portal, United States as a highlight of technology and innovation cooperation between Vietnam and the United States. |
