On the afternoon of August 8th, at a press conference on socio -economic issues in Ho Chi Minh City, Ms. Le Thi Loan, Deputy Head of the Personnel and Organization Department of the Ho Chi Minh City Department of Construction, stated that the unit is currently drafting the Outline of the Project on Management and Support for Individual Housing for Rental Purposes in Ho Chi Minh City.

According to Ms. Loan, privately owned detached houses for rent are the main source of housing for low-income individuals, given the high demand for rental accommodation for living, studying, and working in Ho Chi Minh City in recent times.
According to statistics from the Department of Construction, Ho Chi Minh City currently has approximately 60,500 privately owned boarding houses in operation. The total number of rooms is 560,220, and more than 1.4 million people are renting them.
However, a worrying fact is that the majority of these structures are built illegally or have been renovated without authorization, failing to meet standards for fire safety, environmental hygiene, and construction regulations.
According to initial survey results, approximately 12,800 out of 60,500 structures (21%) do not meet safety requirements to continue operating and need to be converted or renovated to meet minimum regulatory criteria.

Representatives from the Ho Chi Minh City Department of Construction believe that the development and implementation of the Project on Managing and Supporting Individual Housing for Rental Purposes in Ho Chi Minh City is necessary.
"The main objective of the Project is to bring individual houses intended for rental purposes under strict management, while proposing solutions to support and protect the safety of residents; to avoid disrupting the supply due to increased rental prices, and to harmoniously address the state's social welfare goals, the interests of landlords and tenants," Ms. Loan said.
This will also provide a foundation for safer rental housing conditions, enabling better state support and management of individual houses intended for rental purposes.
Regarding the implementation roadmap, after the City People's Committee approves the policy and the project outline, the relevant departments and agencies will promptly implement and complete the products and solutions for managing and supporting individual housing units intended for rental purposes, and submit them to the City People's Committee no later than December 2024.
According to the plan, alleys where individual houses are built for the purpose of renting out rooms must have a minimum width of 3-4 meters to ensure access for fire trucks.
If the alley is not wide enough for fire trucks to access, the house must be no more than 100 meters from the main road so that the fire truck's water hose can reach the emergency location.
Every room in the house must have a corridor leading to an emergency exit.
A consensus has been reached on the minimum floor area per person, tentatively proposed at 5m2/person, to limit the number of people per room and the number of rooms in each boarding house, preventing overcrowding.
