In order to create conditions to support poor and near-poor households to have the opportunity to escape poverty and increase their income, in the period of 2021 - 2024, Thai Nguyen province has implemented many projects to support production development (Sub-project 1 - Project 3) under the National Target Program for Sustainable Poverty Reduction. Initially, the projects have brought positive results, helping many households improve their income.

According to the report of the Thai Nguyen Rural Development Department, the total budget allocated to implement Sub-project 1 - Project 3 phase 2021 - 2024 is 30,489.0 million VND, of which the central budget is 26,513.0 million VND, the local budget is 3,976.0 million VND. Up to 2024, the capital allocation has been completed, of which 4,762.0 million VND in 2022, 12,225 million VND in 2023, and 13,502 million VND in 2024.
Mr. Trieu Van Cuong, Director of Thai Nguyen Rural Development Department, said that with the allocated capital, the units have supported 42 production development projects in the agricultural sector. Specifically, 1 project will be implemented in 2022, 40 projects will be implemented in 2023 and 25-30 projects are expected to be implemented in 2024. By June 2024, 2 projects have been approved.
Among the projects that have been and will be implemented, there are 26 projects in the livestock sector, 11 crop projects, 1 value chain linkage project (waiting for approval by the appraisal council), 29 community production development projects, and 11 projects according to tasks.
The total number of households participating in the project is 1,609, of which 753 are poor households (accounting for 47.12%), 689 are near-poor households (accounting for 43.36%); 155 are newly escaped poverty households (accounting for 9.4%), and 12 are other households.
Through the implementation of projects, it has helped create more livelihoods for people; management experience and production level have been gradually improved and enhanced. Thereby, creating favorable conditions for beneficiaries of the program to proactively participate in production models according to value chains, concentrated commodity production areas with appropriate scales for each locality; contributing to reducing the rate of poor and near-poor households, limiting the situation of re-poverty in the area...
In addition, it also helps to improve the efficiency, positivity, and proactiveness of people's participation in managing and implementing projects, as well as poverty reduction policies. Skills in managing, organizing project implementation, and using state-supported materials are gradually improved and enhanced.

Ms. Do Thi Thang - a near-poor household in Chua hamlet (Ba Xuyen commune, Song Cong city, Thai Nguyen province) said that her family's economy was very difficult before. In 2020, her husband suffered a stroke, and the entire family's economy was spent on treating her husband, plus borrowing from relatives and banks. Her family was supported with a sow. After a period of active care, the cow is now about 7 months pregnant and is expected to give birth at the end of October this year. Thanks to the support, the cow has helped generate additional income for the family, partly reducing difficulties and helping the family escape poverty.
Also within the national target program for sustainable poverty reduction (Sub-project 1 - Project 3), in the period of 2022 - 2024, the Thai Nguyen Provincial Agricultural Extension Center has developed a plan to implement 4 projects to support cow reproduction in Dinh Hoa, Dai Tu and Phu Binh districts, of which 2 projects have been implemented in Dinh Hoa district with high economic efficiency. It is expected that the remaining 2 projects will be implemented in 2024 in Phu Binh and Dai Tu districts.

Mr. Nguyen Dinh Thong - Deputy Director of Thai Nguyen Agricultural Extension Center said: When implemented, these projects will create conditions for poor, near-poor, and newly escaped-poverty households in Thai Nguyen province to have long-term livelihoods. Thereby contributing to increasing income, improving life, escaping poverty, contributing to completing the goal of building new rural areas in the area. With the goal of at least 20% of households participating in the project escaping poverty in 2023 and 2024. In 2024, at least 8% of households participating in the project escaping poverty in 2025.
In 2023, the Thai Nguyen Provincial Agricultural Extension Center successfully built two models to support safe tea production according to VietGAP standards with a scale of 35 hectares in Phu Luong and Dinh Hoa districts, creating a source of safe, high-quality raw materials, contributing to promoting production development in the area.
From the achieved results, the locality continues to set out a poverty reduction plan for the period 2026 - 2030. The content of implementing sub-project 1 and Project 3 is to form production chains associated with the consumption of potential agricultural products, strengths, and key products of the locality.
Accordingly, the projects will implement: Training on transferring new scientific and technical advances into production, providing input materials; monitoring instructions, product consumption and other support according to regulations; training and consulting on agricultural product consumption management; piloting the replication of solutions and initiatives to develop agricultural production associated with effective value chains.
According to the plan, the project's participants are workers from poor, near-poor, newly escaped poverty households, and people with disabilities (without stable livelihoods) in the province; support for poor ethnic minority households, poor households with members who have contributed to the revolution, and women from poor households; support for businesses and cooperatives to cooperate with the poor in production development, industry development, processing, and product consumption.
The total estimated budget and capital structure for implementing sub-project 1 and project 3 on supporting production development in the agricultural sector for the entire period of 2026 - 2030 is 50 billion VND, an average of 10 billion VND per year.
