Phase 1 (from the third quarter of 2024 to the end of the second quarter of 2026) will focus on building infrastructure; Phase 2 (from the third quarter of 2026 to the end of the third quarter of 2029) will be a pilot implementation.

Speaking at the meeting, Mr. Nguyen Viet Dung, Chairman of the Board of Directors, Viettel Post Joint Stock Corporation, presented the Group's infrastructure, capacity and experience in the field of telecommunications and information technology. Viettel also hopes that the People's Committee of Lang Son province will consider a number of options for organizing the selection of investors; allowing the Group to participate in providing technical support, connection, and data sharing related to the operation of smart border gates. At the same time, Viettel also committed that if selected, the Group will build an efficient and effective smart border gate model in serving customs clearance activities.

Also at the meeting, Comrade Doan Thanh Son, Vice Chairman of the People's Committee of Lang Son province, informed that Lang Son province has been coordinating with relevant ministries and branches, as well as organizing meetings with a number of corporations and business units interested in implementing the project, ensuring the selection of capable and experienced investors for the most effective implementation.

Currently, the Provincial Party Committee and the People's Committee of Lang Son province have assigned relevant agencies to conduct site surveys and agree on the scale of investment in construction of the projects. In particular, they will focus on directing the construction and adjustment of the expansion of the specialized road for import and export of goods in the area of ​​landmarks 1119-1120 at Huu Nghi International Border Gate; prepare a report proposing the investment policy for the project, expanding the specialized road for import and export of goods in the area of ​​landmarks 1088/2-1089 at Huu Nghi International Border Gate; adjust the overall master plan for the construction of Dong Dang-Lang Son Border Gate Economic Zone; adjust the detailed master plan for the construction of Tan Thanh Border Gate, Van Lang District; adjust the detailed master plan for the construction of Dong Dang Border Economic Cooperation Zone; adjust the central zoning plan of Dong Dang-Lang Son Border Gate Economic Zone...

Deputy Prime Minister Ho Duc Phoc inspected the implementation of the construction of a smart border gate in Lang Son province in September 2024.

Lang Son province has completed the investment policy report for 3 investment projects from the state budget, including: Construction of inter-sectoral office building, expansion of specialized road for import and export of goods in the area of ​​landmark 1088/2-1089; expansion of specialized road for import and export of goods in the area of ​​landmark 1119-1120 (up to 14 lanes).

The province has also allocated local budget reserve funds to implement and prepare for investment in planning projects under the project. The Standing Committee of Lang Son Provincial Party Committee has also approved a plan to attract investment from non-state budget sources to implement the project.
