Accordingly, Mr. Tan said that before Circular 29 of the Ministry of Education and Training was issued, Ho Chi Minh City had implemented no extra teaching in schools, so the circular did not affect teaching and learning in schools.
However, Mr. Tan emphasized that the school must follow the regulations when teaching 2 sessions/day , otherwise it will be easy to be caught "disguised extra teaching" by teaching 2 sessions/day. Teaching 2 sessions/day must not be cut to carry the connotation of extra teaching and learning, violating Circular 29.
Schools need to review the practice of studying 2 sessions per day to avoid being caught "disguised tutoring" in schools.

Speaking at the conference, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that in the 2024-2025 school year, the 2028 General Education Program will be implemented synchronously at the secondary level. Accordingly, all levels of education have effectively implemented innovation in teaching methods, testing and assessment towards promoting learners' capacity and qualities. Schools have synchronously and effectively implemented teaching and learning activities combined directly with teaching the LMS system, interactive digital learning materials, and have paid attention to developing information technology applications for professional activities.
Referring to the implementation of Circular 29 regulating extra teaching and learning, Mr. Quoc emphasized the need for schools to review their educational plans, plans for teaching 2 sessions/day, and plans outside of regular school hours in the second semester. Teaching 2 sessions/day must be implemented in accordance with the instructions. "Circular 29 has many new contents, so it is inevitable that teachers will have concerns. However, schools and teachers need to carefully study the circular to implement it correctly and closely," Mr. Quoc requested.
