Promoting foreign information on the human rights situation in Vietnam

This was the statement of Mr. Phan Xuan Thuy, Deputy Head of the Central Propaganda Department at the 2024 training conference on foreign information and human rights work for leaders and officials in 14 provinces and cities in the Northern Midlands and Mountains region and leaders and reporters of a number of central press agencies held on August 7 in Hoa Binh.

The conference was organized by the Central Propaganda Department and the Government's Human Rights Steering Committee in coordination with the Hoa Binh Provincial Party Committee.

According to Mr. Phan Xuan Thuy, after one year of implementing Conclusion No. 57-KL/TW on continuing to improve the quality and effectiveness of foreign information work in the new situation, at the Conference to review the activities of the first 6 months of 2024, the Central Steering Committee for Foreign Information Work highly appreciated the Steering Committees of provinces and cities for seriously grasping, researching, concretizing, advising on the issuance of leadership documents, directing and organizing the synchronous implementation of the contents of the Conclusion, especially the 5 key tasks and solutions in accordance with the motto "Proactive, synchronous, timely, creative, effective".

Besides, through reports, recommendations and proposals of provinces and cities, foreign information work in general and the activities of the Steering Committees in particular still have some limitations that need to be overcome in the coming time.

Mr. Phan Xuan Thuy said that we are in an important stage of preparing for the 14th National Congress of the Party, along with taking on important responsibilities on the international level, especially as a member of the United Nations Human Rights Council (term 2023-2025) and re-election for the term 2026-2028. Opportunities and advantages are intertwined with new challenges, including conflicting information flows, distorting the domestic situation.

In that context, the leaders of the Central Propaganda Department requested the Steering Committees of provinces and cities to further enhance their roles and responsibilities in leading, directing, operating and organizing the implementation of tasks and solutions in Conclusion No. 57-KL/TW. Thoroughly grasp and raise awareness among cadres, party members and people about the importance of foreign information work, ensuring and promoting human rights, promoting foreign information on the human rights situation in Vietnam to enhance the image and position of the country. At the same time, proactively and effectively take advantage of favorable conditions from the domestic and international context to effectively implement foreign information work.

At the Conference, representatives of the leaders of the Ministry of Foreign Affairs, the Ministry of Information and Communications, and the Standing Office of the Government's Human Rights Steering Committee presented reports and thematic discussions on the implementation of the main tasks and solutions in Resolution No. 47/NQ-CP dated April 15, 2024 of the Government on the Government's Action Program to 2030 to implement Conclusion No. 57-KL/TW of the Politburo in conjunction with the characteristics of 14 provinces and cities in the Northern Midlands and Mountains region; the core and key contents in Conclusion No. 71-KL/TW dated February 16, 2024 of the Politburo on a number of major tasks and solutions to implement the foreign policy of the 13th National Party Congress.

In addition, delegates also listened to the topics on the viewpoints, guidelines and policies of our Party and State on human rights issues; achievements in ensuring human rights in Vietnam; Vietnam's response to human rights issues at multilateral forums, orientations for human rights work in the coming time, emphasizing the focus of external information work on human rights.

Reporting at the Conference, Mr. Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Hoa Binh province, said that in recent years, Hoa Binh province has focused on implementing solutions to raise awareness, responsibility, and innovate content to create unity in awareness and action of units in foreign information work. Foreign information activities always closely follow the direction of the Party and State, and closely follow the policies, strategies, and socio-economic development plans of the province.

The Hoa Binh Provincial Human Rights Steering Committee has been proactive in advising authorities at all levels to implement policies and laws on ensuring and promoting human rights; promoting internal and external communications, spreading positive information about achievements in ensuring human rights, especially strengthening information and propaganda work on social networking platforms.
