Previously, Decision No. 46/QD-BHXH, Vietnam Social Security has stipulated the functions, tasks and powers of district-level Social Security from April 1, 2025. Specifically, Social Security Region I will include 9 staff departments and 23 district-level Social Security.
According to the Decision, the Social Insurance of districts, towns, cities under provinces, centrally-run cities, and inter-district Social Insurance (collectively referred to as District Social Insurance) are agencies under the regional Social Insurance located at the district level, with the function of assisting the Director of the regional Social Insurance in organizing the implementation of social insurance and health insurance (HI) regimes and policies; managing the collection and expenditure of social insurance, unemployment insurance, and health insurance at the district level according to regulations.

District-level Social Insurance is under the direct and comprehensive management of the Regional Social Insurance Director and under the administrative management of the State in the area of the District People's Committee.
District-level social insurance has the following duties and powers: District-level social insurance issues social insurance books and health insurance cards to social insurance and health insurance participants; updates, supplements, and changes information of social insurance, health insurance, and unemployment insurance participants in the management software...
Check the payment of social insurance, health insurance, unemployment insurance for agencies, units, and organizations that employ laborers; urge in writing when employers are late in paying compulsory social insurance, unemployment insurance, health insurance or when detecting employers are late in paying or evading compulsory social insurance, unemployment insurance, health insurance and implement solutions to limit the situation of late payment or evading compulsory social insurance, unemployment insurance, health insurance according to the decentralization of the regional social insurance.
Receive and process applications for benefits such as sickness, maternity; work-related accidents, occupational diseases; retirement; death benefits; benefits for employees who are not eligible for pension and are not old enough to receive social pension benefits; health recovery after illness, maternity and after treatment for work-related accidents and occupational diseases.
