Planning must guide and control.

This includes focusing on urban planning, construction planning, and the results of relocation work in accordance with Clause 1, Article 9 of the 2012 Law on the Capital City, and Decision No. 130/QD-TTg dated January 23, 2015, of the Prime Minister on measures, roadmap for relocation, and land use after relocation of industrial production facilities, hospitals, higher education institutions, vocational education institutions, and agencies and units within Hanoi's inner city.

Simultaneously, the Department assessed and identified the subjective and objective causes and obstacles of the 2012 Capital City Law, comparing them with current regulations and the practical realities of Hanoi to research and propose additional mechanisms and policies in the amended Capital City Law; and prepared reports and explanations for competent authorities at all levels during the process of drafting and promulgating the Law as required.

The Department drafted a Government Decree guiding the implementation of the amended Capital City Law, and coordinated with relevant units in researching important contents… During the research and proposal process for the amended Capital City Law, the Department participated in nearly 20 tasks; contributed 34 opinions, explanatory reports, and incorporated revisions during the research and proposal process for the amended Capital City Law.

In Plan No. 255/KH-UBND dated July 22, 2024, of the Hanoi People's Committee on the implementation of the Capital City Law, the Department was assigned to preside over 5 contents (including 2 contents requiring the issuance of legal normative documents under the authority of the Hanoi People's Council; 2 contents related to programs, projects, lists and individual documents under the authority of the Hanoi People's Council; and 1 content related to programs, projects, lists and individual documents under the authority of the Hanoi People's Committee).

At the Hanoi People's Committee meeting on July 26th, the Department of Planning and Architecture reported and proposed, and the Standing Vice Chairman of the Hanoi People's Committee, Le Hong Son, agreed to transfer 3 issues to other departments and agencies for research to better suit their functions and responsibilities (2 issues transferred to the Department of Culture and Sports and 1 issue to the Hanoi Institute of Construction Planning).

In addition, the Department of Planning and Architecture has sent a document to the Department of Justice requesting adjustments to the list of legal normative documents and documents subject to the development of programs, projects, lists, and individual documents under the authority of the City to issue, assigned to implement 3 contents (1 content requiring the issuance of legal normative documents under the authority of the City People's Council; 2 contents regarding programs, projects, lists, and individual documents under the authority of the City People's Committee).

"Currently, the Department of Planning and Architecture has issued a plan for the implementation of drafting documents and projects detailing the Law on the Capital City and other related contents, as assigned to the Department," informed Nguyen Trong Ky Anh, Director of the Department of Planning and Architecture.

After listening to the opinions expressed and concluding the meeting, the Standing Vice Chairman of the Hanoi People's Committee, Le Hong Son, stated that the 2024 Law on the Capital City has added several new mechanisms and policies related to urban planning and construction planning. Planning must be one step ahead, leading the way and controlling the process.

"Therefore, the Department of Planning and Architecture needs to proactively review and update relevant content during the process of finalizing the revised master plan for Hanoi until 2045, with a vision to 2065. Particular attention should be paid to: planning of dikes and embankments, flood control, construction and renovation of riverside areas, identification of TOD (Transit-Oriented Development) areas, underground space planning, relocation of industrial production facilities, healthcare facilities, higher education institutions, vocational training centers, and headquarters of agencies and units in the central urban area," emphasized the Standing Vice Chairman of the Hanoi People's Committee, Le Hong Son.
