According to Director of Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh, during the process of participating in the summary report, review, and development of the 2024 Capital Law, the Department of Planning and Architecture closely coordinated with the Department of Justice and related units in the process of implementing the review reports and evaluating the implementation of the 2012 Capital Law.

In particular, focusing on urban planning, construction planning and results for relocation work according to Clause 1, Article 9 of the 2012 Capital Law, Decision No. 130/QD-TTg dated January 23, 2015 of the Prime Minister on measures, relocation roadmap and land use after relocation of industrial production facilities, hospitals, universities, vocationaltraining facilities and agencies in Hanoi city.

At the same time, the Department evaluates and identifies subjective and objective causes and problems of the 2012 Capital Law, compares them with current regulations and Hanoi's practices to study and propose the addition of new mechanisms and policies in the Capital Law (amended); makes reports and explanations to competent authorities during the implementation of the process of building and promulgating the Law according to regulations.

Drafting the Government 's Decree guiding the implementation of the Law on the Capital (amended), and coordinating with relevant units in researching important contents... During the process of researching and proposing the development of the Law on the Capital (amended), the Department participated in nearly 20 tasks; participated in 34 opinions, reports, explanations, and received and edited during the process of researching and proposing the development of the Law on the Capital (amended).

In Plan No. 255/KH-UBND dated July 22, 2024 of the City People's Committee on implementing the Capital Law, the Department is assigned to preside over 5 contents (of which, 2 contents require the issuance of legal documents under the authority of the City People's Council; 2 contents on programs, projects, lists and individual documents under the authority of the City People's Council and 1 content on programs, projects, lists and individual documents under the authority of the City People's Committee).

At the meeting of the City People's Committee on July 26, the Department of Planning and Architecture reported, proposed and was agreed by the Standing Vice Chairman of the City People's Committee Le Hong Son to transfer 3 contents to other departments and branches to preside over research to suit their functions and tasks (2 contents were transferred to the Department of Culture & Sports and 1 content to the Hanoi Institute of Urban Planning).

In addition, the Department of Planning and Architecture has sent a document to the Department of Justice requesting to adjust the list of legal documents and documents subject to the development of programs, projects, lists, and individual documents under the authority of the City to issue and be assigned to implement 3 contents (1 content requiring the issuance of legal documents under the authority of the City People's Council; 2 contents on programs, projects, lists, and individual documents under the authority of the City People's Committee).

"Currently, the Department of Planning and Architecture has issued a plan to implement the development of documents and projects detailing the Law on the Capital and other related contents, which the Department is assigned to implement" - Director of the Department of Planning and Architecture Nguyen Trong Ky Anh informed.

After listening to the opinions and concluding the meeting, Permanent Vice Chairman of the City People's Committee Le Hong Son said that the Capital Law 2024 has added a number of new mechanisms and policies related to urban planning and construction planning. Planning work must be one step ahead, leading the way and controlling.

“Therefore, the Department of Planning and Architecture needs to proactively review and update relevant contents in the process of completing the project to adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065. In particular, pay attention to the contents on: dike planning, flood prevention, construction and renovation of riverbank areas, determination of TOD areas, underground space planning, relocation of industrial production facilities, healthcare, higher education, vocational education and headquarters of agencies and units in the central urban area” - Standing Vice Chairman of the City People's Committee Le Hong Son emphasized.
