General Phan Van Giang, Minister of National Defense, is on a working trip to Russia. On August 12 (Moscow time), General Phan Van Giang attended the inauguration ceremony of the Monument to Vietnamese International Volunteers who participated in the fight to protect the capital Moscow during the Great Patriotic War (1941-1945). The monument, named “Friends of the Alliance - Vietnamese Soldiers”, was built in Patriot Park, and includes three statues depicting Vietnamese International Volunteers holding defensive positions and fighting in the battle to protect Moscow.

The project is a symbolic testament to the proletarian international spirit of the Vietnamese people and the lasting solidarity and friendship between the people of Vietnam and the Russian Federation, and a reminder of the heroic sacrifices of the heroes who contributed to the great victory, saving humanity from the fascist disaster. General Phan Van Giang expressed his emotion when he and the leaders of the Russian Ministry of Defense and delegates inaugurated the Memorial. The Ministry of Defense and the Vietnam People's Army highly appreciated and sincerely thanked the Ministry of Defense and the Armed Forces of the Russian Federation for building the Memorial in Moscow. Over the past 75 years, the people and armies of the two countries have always worked together to foster, preserve and develop the good traditional friendship into depth, achieving practical results. Meanwhile, Senior Lieutenant General Viktor Petrovich Goremykin, Deputy Minister of Defense of the Russian Federation, emphasized that in the face of the attack of Nazi Germany, Vietnamese soldiers volunteered to participate in the battle to protect Moscow. They showed courage and resilience, standing shoulder to shoulder with the Soviet Red Army soldiers to repel the invaders. Their great contribution contributed to the victory in the Great Patriotic War.

Also at the inauguration ceremony, General Phan Van Giang visited and encouraged Ms. Le Thi Phuong - daughter of soldier Ly Phu San, currently living in Moscow. Mr. Ly Phu San was one of five Vietnamese communist soldiers who volunteered to fight to protect the capital Moscow during the Great Patriotic War against fascism. General Phan Van Giang presented Ms. Le Thi Phuong with the national flag with the wish that her family would always turn towards their homeland and the Fatherland and hoped that if there was a chance, she and her family would return to visit their homeland Vietnam. On August 12, Minister of National Defense Phan Van Giang also attended the opening ceremony of the ARMY-2024 International Military Technical Forum. ARMY is an exhibition and comprehensive forum organized annually by the Ministry of Defense of the Russian Federation since 2015 at the Patriot Exhibition and Convention Center on the outskirts of Moscow, attracting many countries, businesses and defense industry organizations from other countries to participate.
