Attending the online meeting were comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Dien Bien Provincial People's Committee; comrade Le Van Luong, Deputy Secretary of the Provincial Party Committee, Chairman of the Lai Chau Provincial People's Committee; and leaders of departments and branches of the 3 localities.

The Government delegation included leaders of ministries and ministerial-level agencies: Natural Resources and Environment; Ministry of Home Affairs; Ministry of Planning and Investment; Ministry of Construction; Ministry of Transport; Ministry of Labor and Social Affairs; Ministry of Agriculture and Rural Development; Ethnic Committee; Ministry of Finance; Ministry of Industry and Trade; Ministry of Health; Ministry of Education and Training; Ministry of Information and Communications.

Coordinate with ministries and branches to handle recommendations and remove difficulties of localities.

Speaking at the opening session, Minister Do Duc Duy said that, in carrying out the tasks assigned by the Prime Minister, in recent times, the Ministry of Natural Resources and Environment has actively coordinated with ministries and branches to handle recommendations, remove difficulties and obstacles of localities, contributing to promoting production and business, public investment, infrastructure construction, import and export with provinces and cities across the country.

Up to now, through review, basically the recommendations of localities, including the three provinces of Hai Duong, Lai Chau and Dien Bien, have been answered and processed by the ministries and branches.

The Minister highly appreciated the efforts of ministries and branches to remove difficulties in local production and business, contributing to the country's overall growth target.

In that spirit, at the meeting, Minister Do Duc Duy requested 03 localities and members of the working delegation from ministries and branches to focus on speaking and discussing a number of contents on the results achieved in socio-economic development in September and the first 9 months of 2024; difficulties and obstacles and propose recommendations to the Working Delegation.

The Minister requested the members of the Working Group to study the recommendations and provide specific responses to the localities. For recommendations that are beyond the authority of the ministries, the Ministry of Natural Resources and Environment will synthesize and report to the Prime Minister for consideration and direction.

Local petitions are processed over 90%

Reporting at the meeting, Director of the Department of Financial Planning, Ministry of Natural Resources and Environment Dang Ngoc Diep informed about the socio-economic situation of the three provinces of Lai Chau, Dien Bien and Hai Duong in September and in the first 9 months of 2024. Accordingly, some economic indicators increased significantly compared to the same period last year such as: Industrial production value; total retail sales of goods and service revenue; tourism revenue; transportation revenue; budget revenue in the area. Agricultural production was maintained and basically ensured the crop season, most indicators on agricultural output increased compared to the same period last year; the crop structure shifted in a positive direction, bringing higher economic efficiency; the area of ​​newly planted tea exceeded the annual plan, new forest planting was focused on accelerating progress.

Administrative reform and improvement of the investment and business environment continued to have positive changes, with attention paid to attracting investment and accompanying businesses in removing difficulties; the number of newly established businesses increased compared to the same period last year.

The disbursement rate of public investment capital in 03 provinces has not reached the desired level: Lai Chau province (as of September 15, 2024, it only reached 38.21% of the detailed plan, 0.34% lower than the same period last year); Dien Bien province (as of August 31, 2024, it reached 34.05% of the plan); Hai Duong province (as of September 30, 2024, the total disbursed state budget capital was VND 2,563 billion, reaching a rate of 30.5%).

Regarding the handling and recommendations of the localities, Mr. Diep said that up to now, the Working Group has worked directly and online with the two provinces of Lai Chau and Dien Bien and has sent 6 reports to the Prime Minister on the results of handling recommendations for the localities. Up to report No. 241/BC-BTNMT (dated October 3, 2024) on the results of the implementation of the tasks of the Working Group and the handling of recommendations for the three provinces of Lai Chau, Dien Bien and Hai Duong, over 90% of them have been reviewed and responded to by the Ministries and branches.

Proposal to resolve issues related to production and business, public investment, infrastructure construction and import and export

At the meeting, Chairman of Dien Bien Provincial People's Committee Le Thanh Do; Chairman of Lai Chau Provincial People's Committee Le Van Luong; Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban gave an overview of the production and business situation, public investment, infrastructure construction, import and export, and state management work in the province.

Accordingly, the People's Committee of Hai Duong province proposed to synthesize a number of additional proposals and recommendations: 13 contents on land; 01 content on minerals; 01 content on hydrometeorology and climate change; 03 contents on information technology; 01 content on prices of public irrigation services in 2024.

The People's Committee of Dien Bien province proposed and recommended the contents of land allocation, land lease, implementation and application of the Land Price List according to the 2024 Land Law; recommended that members of the Government and the Ministry of Construction consider research and provide guidance in the direction of allowing only the implementation of master plans for plots of land with suitable areas (about 1,000 m2 or more); provide guidance on the implementation of the form of selecting investors for power projects; regulate seedlings and livestock breeds for implementing production development support projects under the National Target Programs; recommended that the Ministry of Finance provide guidance on the implementation of the contents according to Circular No. 55/2023/TT-BTC; Propose that the Ministry of Health soon have a specific roadmap on the cancellation or non-use of paper health insurance cards when participating in medical examination and treatment at medical facilities to increase the rate of medical examination and treatment using chip-embedded ID cards and apply VneID to effectively implement Project 06 of the Government...

Lai Chau Provincial People's Committee recommends that the Ministry of Planning and Investment and the Ministry of Finance report to the Prime Minister for consideration of allocating capital for the implementation of the medium-term public investment plan from the local budget; pay attention to researching and reporting to the Prime Minister for early implementation of a number of important projects, creating momentum to promote socio-economic development according to the conclusion of Prime Minister Pham Minh Chinh at the working session with the leaders of Lai Chau province; recommend to the Government and central ministries and branches to consider resolving difficulties and obstacles in order to effectively implement the National Target Programs.

At the meeting, representatives of the Ministries: Natural Resources and Environment; Ministry of Home Affairs; Ministry of Construction; Ministry of Transport; Ministry of Labor and Social Affairs; Ministry of Agriculture and Rural Development; Ethnic Committee; Ministry of Finance... discussed, clarified and proposed solutions to remove difficulties for localities.

On behalf of the localities, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province, accepted the constructive opinions at the meeting and promptly issued documents, directing specialized agencies to carry out tasks to achieve the set goals.

Concluding the working session, Minister Do Duc Duy, on behalf of the working delegation, highly appreciated the achievements of the three provinces of Hai Duong, Lai Chau and Dien Bien in the first 9 months of 2024, reflected in a number of economic indicators that increased significantly compared to the same period last year. In particular: Total retail sales of goods and service revenue (Hai Duong province increased by 12.2%; Lai Chau province increased by 8% and Dien Bien increased by 22.96%); Industrial production value (Hai Duong province increased by 13.7%, Lai Chau province increased by 42.3%; Dien Bien province increased by 10.59%)... Besides the achieved results, Minister Do Duc Duy pointed out that there are still a number of issues that need to be paid attention to and focused on in the coming time, especially promoting public investment. The working delegation will report to the Government, the Prime Minister, ministries and branches to remove difficulties and support localities.

Regarding the content of handling local proposals and recommendations, through the discussion at the working session, local proposals were answered by members of the Working Group representing the Ministries and sectors. Although some opinions were answered specifically, the Working Group found that there were still some responses that only partially or did not fully address local proposals.

Accordingly, Minister Do Duc Duy requested that for the recommendations that have been specifically guided and answered by ministries and branches, the People's Committees of the provinces should receive them to promptly resolve development tasks and promptly remove obstacles in the localities.

For unanswered or unclearly answered recommendations, the Ministry of Natural Resources and Environment will synthesize and urge ministries and branches to continue researching and request written responses. For recommendations beyond its authority, the Delegation will synthesize and report to the Prime Minister for consideration and direction.

For policy recommendations that need to be amended in the Law or Decree, Circular of the Ministries and branches, it is recommended that the Provincial People's Committees proactively coordinate with the Ministries and branches to provide specific opinions when drafting or amending specialized legal documents.

At the same time, Minister Do Duc Duy requested that localities regularly update information on difficulties and problems to the Ministry of Natural Resources and Environment (through the Department of Planning and Finance) so that the Ministry, on behalf of the Government's Working Group, can continue to urge relevant ministries and branches to handle them.

Regarding the areas of state management of the Ministry of Natural Resources and Environment, the Minister suggested that localities should speed up the issuance of documents implementing the Land Law according to their authority so that the Law can truly come into life, contributing to removing difficulties in production and business and developing technical infrastructure of localities.

Deploying tasks to ensure development goals of Plan 2024

As it is entering the third quarter of 2024, to ensure development goals according to the 2024 Work Plan and Program, on behalf of the Working Group, Minister Do Duc Duy requested that localities focus on directing the following contents:

It is recommended that localities study and implement newly promulgated laws such as the Land Law, Housing Law, Real Estate Business Law, Price Law, Medical Examination and Treatment Law, etc., in which the promulgation of detailed implementation documents is under the authority of the People's Council and Provincial People's Committee. Regarding the Land Law, the Ministry of Natural Resources and Environment has organized many conferences to guide localities and is ready to share documents for localities to work together and the Ministry is ready to provide further guidance and support.

Review local socio-economic development indicators, compare with Government Resolutions, and then consider which indicators are low and promptly adjust them to complete local development goals, contributing to the Government in completing the national socio-economic development indicators according to the Resolution issued by the National Assembly.

Focus on researching and directing the implementation of the Provincial Planning and the Provincial Planning Implementation Plan approved by the Prime Minister, while actively promoting investment attraction for socio-economic development in the area.

Further promote the disbursement of public investment capital, striving to disburse public investment capital in 2024 to reach over 95% of the Plan assigned by the Prime Minister. At the same time, focus on strategic projects, framework projects, and regional connections, in order to create development momentum for regions and localities, attract investors, and create breakthroughs in socio-economic development.

Strengthen market and price management, ensure resources, goods and services to serve the people, avoid shortages, price increases causing difficulties for people at the end of the year.

Focus on implementing socio-cultural fields, actively caring for policy families and disadvantaged families in the area; helping families and communities affected by storm No. 3. In particular, Lai Chau and Dien provinces implemented a project to eliminate temporary houses, support poor and near-poor households...

Take care of socio-economic development, the lives of people in mountainous areas and ethnic minorities, and implement national target programs.
