Currently, the flood water on the Red River in the flood-affected communes of Tran Yen district is still high - 35.68m, especially 3,823 houses have been deeply submerged in water, cut off and isolated. Specifically, the area: Co Phuc town, the communes: Nga Quan, Bao Dap, Dao Thinh, Viet Thanh, Quy Mong, Y Can are all deeply submerged in water, only accessible by waterway.
Grasping the situation, comrade Do Duc Duy - Member of the Party Central Committee, Minister of Natural Resources and Environment approached the District Command Center for Natural Disaster Prevention and Search and Rescue from the Noi Bai - Lao Cai highway and moved by boat to the command center in Co Phuc town.
Initial records show that Co Phuc town has high flood levels, most of the roads, offices, agencies, and houses are submerged in water from 2 to 3 meters deep, in some places more than 4 meters. The water flow from the Red River flowing through Co Phuc town is relatively large and fast, so access by motorboat is also difficult. There are still many issues to be resolved in rescue work.
According to the leaders of Tran Yen district, in the face of the complicated flood situation, the district has been proactive in the "4 on-site" motto, proactively evacuating people to safe places; specifically, taking advantage of high areas with adequate physical conditions to arrange temporary shelter for people. Up to now, the district has arranged to move over 4,200 households to safe places. The district's functional forces have strengthened the work of grasping the situation, moving waterway vehicles to move people and transport necessities to help people. The most convenient way to access Tran Yen district at present is from the direction of Noi Bai - Lao Cai Expressway, crossing Co Phuc Bridge, then moving by canoe to the town area.
Inspecting the flood area of Co Phuc, Tran Yen district, Minister of Natural Resources and Environment Do Duc Duy acknowledged the efforts, attempts, and resilience of officials, party members, and people of Tran Yen district in the past few days in the face of storms and floods. In the face of many difficulties and challenges, the Minister of Natural Resources and Environment requested Military Region 2, Yen Bai province to provide the district with additional waterway vehicles to serve the rescue work.
Having both large and small boats will facilitate rescue work; moving to deeply flooded and isolated areas to deliver essential supplies, and supporting the movement of the elderly, women, children, and sick people to safe areas. Boat support also requires the arrangement of fully licensed boat drivers, qualified and experienced in operating the vehicle in conditions of large, fast-flowing water and ensuring the safety of people on board.
Along with that, comrade Do Duc Duy also requested Tran Yen district to ensure communication work, strengthen situation grasp and provide essential supplies to serve relief and rescue work in the coming time.
Regarding the approach plan to Tran Yen district during this flood, comrade Do Duc Duy and the leaders of Tran Yen district inspected the area adjacent to Noi Bai - Lao Cai highway, at Km 128 + 500 to agree with the functional unit to arrange and create conditions to expand the location of the assembly area and parking area for vehicles to access to serve the rescue work for the people of Tran Yen district.
Previously, Minister of Natural Resources and Environment Do Duc Duy directly inspected medical examination and treatment at Yen Bai Provincial General Hospital.
Accordingly, comrade Do Duc Duy directly grasped the traffic situation, the process of transporting patients by water boat to the emergency room at the hospital; grasped the operation, visited patients who had accidents during the flood and were being treated at the hospital and the work of supporting necessities for patients, their relatives and doctors... The Minister of Natural Resources and Environment acknowledged and commended the team of officers, doctors and staff of Yen Bai Provincial General Hospital for their efforts, overcoming difficulties, ensuring good medical examination and treatment in the complicated flood and rain conditions.
Minister Do Duc Duy also requested Yen Bai province to increase waterway vehicles to serve the work of transporting patients to the hospital more safely, conveniently and quickly.
