Utilizing resources to promote infrastructure development

Yen Bai is a mountainous province in the Northwest region. Despite many difficulties and challenges, with the spirit of solidarity, dynamism, creativity, making the most of potentials and advantages, and attracting all resources, Yen Bai province has achieved many important and quite comprehensive achievements in socio -economic development, security, national defense, and good implementation of social security policies.

According to information from the People's Committee of Yen Bai province, in the first 6 months of 2024, the investment capital implemented in the area was 7,995,123 million VND, reaching 38.07% of the plan, up 10.18% over the same period in 2023. Of which, the investment capital of the State sector in the area reached 2,302,841 million VND, accounting for 28.8%, reaching 33.67% of the plan, up 7.43% over the same period last year. Investment capital of the non-State sector reached 5,411,690 million VND, accounting for 67.68% of the total, reaching 40.36% of the plan, up 11.33% over the same period last year.

In the first 6 months of 2024, many key projects in this area will be focused on implementation, such as: BBCIM Yen Bai Port Construction Project, invested by BB CIM Holdings Iron and Steel Joint Stock Company with a total investment of up to 713 billion VND. Phu Thinh 3 Industrial Cluster Technical Infrastructure Construction Investment Project, invested by EUP Industrial Joint Stock Company in the Southern Industrial Park, Phu Thinh and Thinh Hung communes, Yen Binh district with a total investment of 550 billion VND...

In addition, the foreign direct investment sector reached VND 280,592 million, accounting for 3.5%, reaching 37.41% of the plan, up 11.44% over the same period. In the second quarter of 2024, foreign direct investment activities showed many positive and improved signs compared to the same period, such as: Kien Phat Paper Factory Project of Kien Phat Industrial Joint Stock Company in joint venture with Dang Phong Paper Company Limited (Fujian, China); SPC Flooring Factory Project of Thien Lam New Material Technology Company Limited in joint venture with Yifan Industry Company (Korea) Co., limited - Economic organization implementing the project...

With the viewpoint of focusing on directing and accelerating the progress of project implementation, right from the first days and months of 2024, especially key projects, functional units of Yen Bai province have strengthened inspection and supervision work, proactively removing difficulties and obstacles in the implementation process.

At the same time, the Provincial leaders requested the heads of departments, branches, sectors, Chairmen of People's Committees of districts, towns, cities and heads of investment units to take full responsibility for the delay in implementation progress and disbursement according to the plan approved by the Provincial People's Committee. Urgently coordinate, urge and guide investment units to complete investment procedures for newly started projects, transitional projects (not yet completed project adjustment procedures) that have not been assigned detailed capital plans; advise the Provincial People's Committee to establish a working group to promote disbursement; inspect disbursement work at departments, branches, sectors, localities and investment units with low disbursement results, not meeting requirements.

Many projects and works create momentum for the local economy

Thanks to the effective utilization of resources, Yen Bai province has continuously developed its infrastructure system. Typically, Yen Bai has built many new bridges, such as Tuan Quan, Bach Lam, Van Phu, Co Phuc, Gioi Phien... with the aim of harmonious urban development on both sides of the Red River.

Mr. Tran Huy Tuan, Chairman of the Provincial People's Committee, said that the system of bridges across the Red River is of special importance to Yen Bai province. The projects put into use have been and will gradually complete the technical infrastructure system to serve socio-economic development. This is the driving force to attract investment in the construction of the new Yen Bai city center, urban areas, commercial service centers, education, healthcare, eco-tourism, resorts and industrial parks.

In addition to the bridge system, a series of regional and inter-regional connecting routes revolving around the Noi Bai - Lao Cai expressway in Yen Bai province have been and are being invested in and constructed.

In the past months of 2024, construction units have been working hard to mobilize machinery and vehicles to cut mountains, build bridges to open roads connecting Muong La (Son La), Than Uyen, Tan Uyen (Lai Chau), Mu Cang Chai, Van Chan, Van Yen (Yen Bai) with Noi Bai - Lao Cai Expressway (IC15). The project has a total investment of 1,900 billion VND, with a scale of grade IV mountainous road with a total length of nearly 70 km. The completed project will break the monopoly from the center of Yen Bai province to Mu Cang Chai district, meeting the expectations of the people in the highlands here. At the same time, it will create conditions for the development of community tourism, promoting rapid and sustainable socio-economic development.

Mr. Nong Viet Yen, Secretary of Mu Cang Chai District Party Committee (Yen Bai Province), shared: This route will shorten the travel time from Mu Cang Chai - Hanoi from 7 - 8 hours to 4 - 5 hours and connect Mu Cang Chai with the Northeastern provinces. This is a favorable condition for the locality to develop production, promote trade, develop tourism and attract investment.

In addition, Yen Bai province continues to coordinate with central ministries, branches and relevant localities to invest in upgrading and expanding the Noi Bai - Lao Cai expressway according to the plan. Invest in upgrading and renovating existing national highways, such as: National Highways 37, 70, 32, 32C, 2D; newly planning 2 National Highways 32D and 3B...

In the coming time, Yen Bai province will continue to mobilize all resources to invest in infrastructure development, focusing on transport infrastructure, industrial park and cluster infrastructure, urban infrastructure, promote the attraction of investment resources, effectively implement the 2024 public investment plan; prioritize resources for key projects; transitional projects, projects completed in 2024. Continue to mobilize people to actively participate in contributing human and material resources, donating land to build rural roads.

Instruct investors on investment processes and procedures, speed up the implementation of projects that have been approved for investment policies and investment registration certificates. Promote maximum attraction of investment resources, diversify forms of resource mobilization and use, especially non-state investment resources. In particular, the Province prioritizes attracting capable and experienced investors to develop potentials and advantages in a sustainable, environmentally friendly, energy-saving and efficient manner.
