Accordingly, implementing Resolution 18 on streamlining the apparatus, the Standing Committee of the Party Committee of the Ministry of Finance and the Party Secretary and Minister of Finance have resolutely directed the entire Finance sector to focus on streamlining the organization of the entire Finance sector and its affiliated systems, including the Customs Department.
Immediately after the Government issued Decree 29/2025/ND-CP dated February 24, 2025 stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, on February 26, 2025, the Ministry of Finance issued Decision No. 382/QD-BTC stipulating the functions, tasks, powers and organizational structure of the Customs Department under the Ministry of Finance. According to Decision No. 382, the Customs Department consists of 12 units, including 20 regional Customs Sub-Departments (reducing 485/902 focal points, equivalent to 53.77%); organized and operated at 3 levels: Customs Department, Regional Customs Sub-Department, Border Gate/Outside Border Gate Customs.
Pursuant to the Transitional Provisions in Article 4 of Decree No. 29/2025/ND-CP dated February 24, 2025 of the Government and Article 5 of Decision No. 382/QD-BTC of the Ministry of Finance, within a maximum period of 3 months from the effective date of Decree 29/2025/ND-CP and Decision 382/QD-BTC, the Customs Department will operate under the new model. However, with a spirit of determination and seriousness, within only 15 days from the effective date of Decree 29/2025/ND-CP and Decision 382/QD-BTC (March 1, 2025), on March 15, 2025, the Customs Department will officially deploy the new organizational model throughout the Customs system and reconfigure the information technology (IT) system according to the new customs organization model.
In order to ensure the stable implementation of the functions and tasks of the industry according to the new model, limit arising problems, and ensure convenience for customs clearance activities, recently, the Customs Department has issued a number of documents directing and guiding its affiliated and subordinate units to implement, including: Official Dispatch No. 55/CHQ-PC dated March 11, 2025 on information disclosure according to the provisions of Article 12 of Resolution 190/2025/QH15; Official Dispatch No. 62/CHQ-CNTT dated March 11, 2025 on the implementation of the IT system according to the new customs organization model and Official Dispatch No. 128/CHQ-GSQL dated March 13, 2025 guiding the implementation of customs procedures according to the new organizational model of the customs agency.
In preparation for the system implementation on March 15, 2025, the Customs Department previously notified the business community on the Customs Electronic Information Portal about the temporary suspension of receiving declaration information on the system from 23:00 on March 14, 2025 to 05:00 on March 15, 2025; announced the Customs code corresponding to the new name; announced changes in email addresses according to the new organizational structure. Customs units arranged officers and civil servants to be on duty and coordinate with the IT Department during the system conversion process from 23:00 on March 14, 2025 to the end of March 16, 2025. Arrange all officers and civil servants in the unit to work normally on Saturday and Sunday (March 15-16, 2025). Arrange officers and civil servants to support, guide and answer difficulties and questions of customs officers and civil servants and businesses related to the use of the system.
As a result, on March 15 (updated to 5:00 p.m. the same day), import-export turnover reached 1.05 billion USD, with over 20,300 declarations.
Also according to the Customs Department, in the process of deploying the IT system according to the new customs organization model, the Customs Department has ensured that the settlement of customs procedures for exported and imported goods, means of transport for exit, entry and transit is smooth, without interruption, ensuring fast customs clearance of goods when deploying the IT system according to the new customs organization model.
On the very first day, the Customs Department directed the Customs at the border gate/outside the border gate to regularly review and assign civil servants to immediately process the records on the system. Records must be processed within the day, not to let the records expire according to the provisions of the Customs Law, and not to let the records remain in the system without processing. For units that merge or cease operations: Directed to urgently review and process to complete customs procedures for remaining declarations that have not been cleared on the system.
On March 15, the Customs Department updated the name of the border gate/outside border gate Customs according to the new organization and has not yet received any comments on any problems arising during the implementation of customs procedures.
In addition, based on the direction of General Secretary To Lam and the direction of the Prime Minister (Directive No. 05/CT-TTg dated March 1, 2025, Official Dispatch No. 22/CD-TTg dated March 9, 2025), the Customs Department has actively directed units to focus on reforming administrative procedures, striving to achieve the target of reducing at least 30% of administrative procedure processing time, reducing at least 30% of administrative procedure implementation costs, abolishing at least 30% of unnecessary business conditions; implementing procedures related to enterprises in the electronic environment, ensuring smoothness, continuity and efficiency.
