According to the Vietnam Cement Association (VNCA), the Department of Trade Remedies ( Ministry of Industry and Trade ) has received information that the Taiwan Investigation Agency (China) has received the request and is expected to initiate an anti-dumping investigation on cement and clinker originating or imported from Vietnam in August 2024.
The Department of Trade Defense has issued Document No. 608/PVTM-P3 to the Vietnam Cement Association (VNCA) regarding the response to the possibility of Taiwan (China) conducting an anti-dumping investigation on cement and clinker.
In order to promptly prepare for response in case of an incident, the Trade Defense Department requested the Vietnam Cement Association to forward information about the possibility of Taiwan (China) investigating cement and clinker to the Association's members.
At the same time, it is recommended that member units coordinate with importers in Taiwan (China) to closely monitor market information and actions from the Investigation Agency.
Enterprises provide information related to the export situation of cement and clinker from 2021 to the first 6 months of 2024, clearly stating output, commodity code (HS), export value, and send information to the Department of Trade Defense before 5:00 p.m. on August 12.
Cement and clinker are among the export products listed in the report on goods threatening Taiwan's domestic market. The report was released in 2022 by the National Federation of Taiwan Industries (CNFI).
Therefore, several years ago, the Trade Defense Department recommended that the Association and enterprises producing and exporting products such as steel, clinker and some other products review their production and export activities to Taiwan - China and closely monitor market movements to promptly develop response plans when necessary.
Cement and clinker exports have declined dramatically over the past three years. In 2023, the entire cement industry exported more than 31.3 million tons of clinker and cement, equivalent to more than 1.32 billion USD, down 1.2% in volume and 4.1% in value compared to the same period in 2022.
This is the second year that exports have declined sharply, in 2022, exports were only nearly 32 million tons. Compared to the export record of nearly 46 million tons in 2022, the cement industry does not know when it will return to this threshold.
In the first 7 months of 2024, cement and clinker exports only reached 18.3 million tons, worth 705 million USD, down 1% in volume and 12.5% in value over the same period.
According to the Vietnam Cement Association (VNCA), cement and clinker exports will continue to face difficulties this year, as the Chinese real estate market has not shown signs of recovery, Chinese cement is also in surplus and is expected to compete with Vietnamese cement in export markets such as the Philippines, Central America, South Africa, etc.
