Speaking at the HigherEducation Conference organized by the Ministry of Education and Training on the morning of August 9 in Hanoi, Minister of Education and Training Nguyen Kim Son said that the education sector is facing the challenge of innovating enrollment work to respond to all innovations from general education to higher education. The 2025 high school graduation exam will have many innovations. Universities need to be more responsible for general education.

Minister Nguyen Kim Son said that early admission has negative impacts on general education.
"Our early admission has a negative impact on general education in the final stage of this level, so it needs to be considered in the coming time. Students who are admitted early will not study anymore, schools will only be assured of admitting them to their schools, the remaining students will be very few, with very high scores, creating inequality in the opportunity to enter good universities. The Ministry of Education and Training will consider this to include in next year's admission orientation" - Minister Nguyen Kim Son emphasized.
He also said that "the current recruitment source is abundant, prestigious schools do not have to worry, and should not jostle and push."
The head of the education sector also noted that there should not be too many admission options, the simpler the better, convenient for students and society. According to him, autonomous universities have a high degree of autonomy in admissions, but that does not mean they can do whatever they want.
"Autonomy is autonomy within the framework of regulations. Because of this, the Ministry can increase some frameworks and sanctions to regulate enrollment next year. Autonomy but must promote social responsibility" - the Minister of Education and Training affirmed.
Previously, at the conference, Associate Professor Dr. Tran Thien Phuc, Vice Principal of Ho Chi Minh City University of Technology, Vietnam National University, proposed to remove the early admission method.
Associate Professor Tran Thien Phuc said that many schools currently conduct admissions before the end of a semester, and candidates have not yet completed their high school program. After that, some counselors advise candidates to put their wish to pass early at the top when registering for general admission. Although they know this is wrong, they still advise candidates, leading to unfairness and losing opportunities for candidates.
Deputy Minister of Education and Training Hoang Minh Son also said that the early admission method does not really ensure reliability, objectivity, and fairness for candidates and between training institutions.
