Immediately after the Central Executive Committee of the Party issued Resolution No. 20-NQ/TW, Thanh Hoa trade unions at all levels with high responsibility proactively and actively advised the Party Committee in the leadership and implementation of the action program, promoted coordination with authorities at all levels and functional branches, promptly developed a plan for drastic, scientific, synchronous and unified implementation throughout the system. Accordingly, trade unions at all levels advised the Party Committee at the same level, coordinated with agencies, units and enterprises to organize propaganda and fully disseminate the Party's resolutions, policies and laws of the State; linked the propaganda of Resolution No. 20-NQ/TW with Resolution No. 02-NQ/TW of the Politburo on "Innovation of organization and operation of Vietnam Trade Union in the new situation"; propagating the policy on building the Vietnamese working class in the spirit of the Resolution of the 13th National Party Congress... The Provincial Federation of Labor builds a core force to fight against bad, toxic information, wrong and hostile views, protect the Party's ideological foundation, maintain regular activities, actively participate in interactions, promote communication activities to promote the image of good people, good deeds, and activities of trade unions at all levels, in order to repel bad, toxic information, distortions and sabotage against the Party, the State and trade union organizations. Grasping the thoughts, aspirations and public opinion of union members, workers, civil servants and laborers (CNVCLĐ) is often focused on and considered an important task in trade union propaganda work.

The content and form of propaganda have been innovated in a practical, specific direction, close to workers and trade union organizations, focusing on the grassroots level, with special attention paid to propaganda to workers in industrial parks and clusters with many new models and creative methods applied, promoting the widespread application of digital technology, internet, social networks, and mass media to improve the effectiveness of propaganda work. As a result, trade unions at all levels organized 19,886 propaganda sessions for 1,656,174 people, distributing nearly 300,000 leaflets, brochures, and handbooks on legal knowledge to union members and employees.

In order to improve the educational level, professional skills, and labor productivity of employees, trade unions at all levels pay attention to and proactively propose to professionals and employers to create conditions for reasonable arrangement, assignment, and assignment of work, apply regulations on study regimes, create conditions for employees to participate in short-term and long-term training programs; training courses, political training, legal knowledge, professional expertise, foreign languages, information technology; organize competitions for upgrading skills, competitions for skilled workers... From 2008 to present, 338,450 union members and employees have studied to improve their educational level and professional skills.

In the work of caring for, protecting the legitimate and legal rights and interests and improving the material and spiritual life of union members and employees, Thanh Hoa Trade Union has had many innovative and creative solutions and approaches. The Trade Union proactively coordinated with the provincial Social Insurance and relevant agencies to propose and resolve 105 cases of outstanding social insurance debts of business owners, agencies and units; collected tens of billions of VND for the Social Insurance fund. Trade unions at all levels have cared for more than 1.2 million union members and employees, with a total value of more than 921 billion VND; supported the repair and renovation of 1,596 "Union Shelters" with a total amount of 58,607 billion VND. Implementing the program "Welfare for union members and workers", trade unions at all levels signed 343 cooperation agreements with partners to provide services and product incentives for more than 420,000 union members to benefit, with a total amount of more than 35 billion VND.

The programs and competitions launched by the Vietnam General Confederation of Labor and the province have achieved many outstanding results. Specifically: The program "75 thousand initiatives, overcoming difficulties, developing" Thanh Hoa Trade Union ranked second nationwide, with 30,257 initiatives recorded; The program "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the COVID-19 pandemic", at the end of phase 1, Thanh Hoa led the country, with more than 170,234 initiatives recorded; phase 2 (until July 30, 2023) is also the leading unit nationwide, with 463,092 initiatives participating... Through the emulation movements, 91,178 initiatives and topics have been applied to work and production, earning thousands of billions of VND.

With the practical work of the trade unions at all levels, the working class has felt more clearly the concern of the Party, the trade union organization and the whole society for the working class. From there, union members and workers have felt more clearly the role and position of the trade union organization and have loved and attached to their organization more.
