Speaking at the conference, Secretary of the Provincial Party Committee Tran Quoc Cuong emphasized: The conference of key officials to implement step 2 of the process of reviewing and supplementing the planning of the Party Committee and leadership positions of the province for the 2025-2030 and 2026-2031 terms aims to continue to discover and introduce new and outstanding factors in terms of political qualities, qualities, ethics, and lifestyles to include in the planning to have a plan for training, fostering, and creating a source of leadership and management positions of the province. The Secretary of the Provincial Party Committee requested the delegates attending the Conference to uphold the spirit of responsibility, impartiality, and objectivity in giving opinions and voting to ensure quality and effectiveness.

Based on the list of planning for Party committees and provincial leadership positions for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms approved by the Central Organizing Committee and the Standing Committee of the Dien Bien Provincial Party Committee; at the same time, based on the actual situation, conditions, and standards of the province's leadership and management staff, the Standing Committee of the Provincial Party Committee agreed: Not to adjust or supplement the planning for the 2020-2025, 2021-2026 terms because the number of planned positions is guaranteed according to regulations and the remaining time of the 2020-2025 term is not much. Agree on the list of personnel expected to be introduced to supplement the planning of the provincial Party Committee and leadership positions for the 2025-2030 and 2026-2031 terms to seek opinions at the conference.

At the conference, the Provincial Party Committee Executive Committee and the Provincial Party Committee Standing Committee submitted to the Party Committee Executive Committee for consideration, comments and decisions on a number of contents: Review and supplement the planning of Party committees and provincial leadership positions for the 2025-2030 and 2026-2031 terms (Step 3 of the process of reviewing and supplementing the planning of cadres); Project to end the activities of Party committees of districts, towns and cities, establish Party committees of communes and wards directly under the Provincial Party Committee; Project to rearrange Dien Bien Phu Newspaper - Provincial Radio and Television Station; Project to rearrange and reorganize commune-level administrative units of Dien Bien province (after the sessions of People's Councils at commune and district levels); Project to rearrange and streamline the organization of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State in Dien Bien province./.
