Congress of the Party Committee of the Ministry of Finance for the term 2025 - 2030: "Solidarity - Discipline - Breakthrough - Development"

Speaking at the opening of the Congress, Secretary of the Party Committee and Minister of Finance Nguyen Van Thang said that the first Congress of the Party Committee of the Ministry of Finance took place in a special context and was of great significance. This was the first Congress of the Party Committee of the Ministry of Finance after the process of restructuring and reorganizing the apparatus, merging the Party Committee of the Ministry of Finance and the Party Committee of the Ministry of Planning and Investment , receiving and arranging the Party Committee of Vietnam Social Security, party organizations under the State Capital Management Committee at Enterprises and the National Financial Supervision Committee.

Looking back on the past term, Party Secretary and Minister Nguyen Van Thang said that despite facing many difficulties and challenges, with the attention and leadership of the Central Committee, the Government Party Committee, the Party Committees of the Central Blocs, the Party Committee and all cadres, party members and employees of the Ministry of Finance, they have promoted the spirit of solidarity, strived to achieve many positive results. Party building work has been strengthened, the leadership capacity and fighting strength of the Party organization have been raised; studying and following Ho Chi Minh's ideology, morality and style in the spirit of Directive No. 05-CT/TW of the Politburo, associated with the work of Party building and rectification in the spirit of the Resolutions of the 4th Central Committee of the 11th, 12th and 13th terms, have become increasingly routine, creating positive changes in the morality, lifestyle and sense of responsibility and exemplary behavior of cadres and party members.

During the term, the Party Committee has achieved important results in many aspects of work. Specifically, it has reorganized the apparatus towards streamlining, effective and efficient operations and promoted decentralization and delegation of power. Accordingly, the organizational structure includes 34 units, of which 7 units have been converted from the general department model to department-level units, reducing about 3,600 focal points, equivalent to 37.7%.

Institutional development work was carried out urgently with the timely promulgation and submission to competent authorities for promulgation of over 670 legal documents. The Ministry of Finance advised the Government and the Prime Minister to resolutely implement many solutions to control and repel the epidemic and restore and develop the economy; and well performed the work of advising on the synthesis of strategies and planning of the Party and the State.

At the same time, the Ministry has advised and implemented the construction of a stable, transparent and effective financial system; effectively performing the vertical management function in the areas under its responsibility including: Tax, Customs, State Reserves, State Treasury, Statistics and Vietnam Social Insurance. Many solutions to reform the business environment and enhance national competitiveness have been implemented, meeting practical requirements. …

However, besides the achievements, the Party Committee of the Ministry of Finance also seriously assessed that there are still shortcomings and limitations.

That is, the ratio of mobilization to the state budget compared to GDP, the proportion of domestic revenue in the total state budget revenue has not met expectations; equitization of state-owned enterprises and divestment of non-core investments are still slow. Innovation, digital transformation and administrative procedure reform are only at the initial stage and have not yet been highly effective.

The progress of consulting on the development and implementation of a number of projects and reports in some units has not met requirements. The dissemination of the Party's guidelines and resolutions, and the State's policies and laws at some Party committees at all levels has not been timely and effective.

The work of Party building and rectification, and the work of preventing and combating corruption, waste, and negativity in some Party organizations in some cases has not been strict, allowing violations to occur.

"The above limitations need to be assessed, discussed and promptly and thoroughly resolved by the Congress in the coming term," comrade Nguyen Van Thang stated.

In the spirit of promoting the results achieved in the past 5 years, overcoming shortcomings and limitations, striving to achieve more achievements in the coming term, Party Secretary and Minister Nguyen Van Thang proposed that the Congress focus on 2 main contents.

First, discuss and evaluate the Political Report and Review Report of the Party Executive Committee of the Ministry of Finance for the 2020-2025 term.

The Congress will seriously summarize and objectively and comprehensively evaluate the implementation results of the Party and State's guidelines and policies, political tasks and the Congress Resolution for the 2020-2025 term of the Ministry of Finance Party Committee, including agencies before and after the merger.

On that basis, the Congress discussed and decided on the direction, goals, tasks and solutions to implement political tasks and Party building work in the 2025-2030 term, aiming to build a clean and strong Party organization in all aspects. The Congress discussed and gave opinions on the Review Report of the Party Executive Committee of the Ministry of Finance for the 2020-2025 term.

Second, the Congress discussed and contributed opinions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress and the draft documents of the Government Party Committee to be submitted to the 1st National Party Congress, term 2025-2030.

These are draft documents that have been sent and have compiled comments from members of the Executive Committee, affiliated party organizations and socio-political organizations under the Ministry. Today's Congress will continue to compile comments from delegates on the above draft documents to complete the Commentary Reports sent to the Government Party Committee.

At the same time, comrade Nguyen Van Thang also expressed his wish to listen to the assessment of comrade Nguyen Chi Dung - Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister on the results of the work in the past term and direction on the direction and tasks of the Party Committee in the term 2025 - 2030 to build a clean and strong Party Committee of the Ministry of Finance, meeting the requirements and tasks assigned by the Party and the State.
