Official launch of CMC OpenAI Company

Speaking at the event, Minister Nguyen Manh Hung stated that CMC OpenAI is a technology enterprise model suitable for the era of knowledge-based development. A developed country is a country where 80% of its assets are intellectual property, while an underdeveloped country has 80% of its assets being material and physical assets. Vietnam is entering a stage of development based on intellectual property, so the Ministry of Science and Technology encourages new science and technology enterprises to be established based on this model, a model that combines capital and knowledge, physical assets and intellectual property.

According to the Minister, CMC's choice to develop artificial intelligence (AI) in the direction of open source is a strategic choice. In the future, AI will not only be controlled by large technology corporations but also by the open source community and businesses in each country. No company or corporation, no matter how large, can solve all problems and meet all the needs of organizations and countries. Developing technology opens up the creativity of all people, thereby reducing prices and making it accessible to more people to solve the socio-economic problems of each country.

The Minister said that information technology and digital technology have, are and will penetrate every aspect of life, so technology must be cheap and accessible. To do that, open technology is not only open source code, but also open architecture, open standards, open culture. We all contribute to technology development, share and use technology, so the price of technology will be cheaper.

Many countries have now declared that they will only buy technology when it is open, especially when that open technology is used to build national infrastructure and platforms such as 5G and AI. Open technology is so that countries can master the technology they use.

The Minister emphasized that data is the oil of the future, most values ​​will be created from data. The more data, especially the more different types of data, the greater the opportunity to create value. Therefore, opening data and open data is decisive in creating value for the people and the country. For a country that is behind like Vietnam, if it wants to move forward, it must stand on the shoulders of others. Choosing to develop open technology, develop open source software, choosing to open data for individuals and businesses to participate in creating new values ​​is our orientation. With this orientation, Vietnam will develop into a technological country based on and inheriting human knowledge but also contributing to human knowledge. This is not only a commitment but also a strategy and action program of Vietnam.

Finally, the Minister congratulated the launch of CMC OpenAI. "You should succeed to inspire other Vietnamese technology enterprises. Your success must be demonstrated in solving strategic problems of Vietnam and of humanity. That is the problem of increasing labor productivity, double-digit growth, that is the problem of effectively using limited resources. That is the problem of human resource quality, the quality of civil servants, that is the problem of national governance, the problem of the 2-level government model, that is the problem of every Vietnamese person having an assistant to help with work..."
