The 50th anniversary of the Liberation of the South and National Reunification is a great event for the nation, an opportunity for the entire Party, the entire army, and the entire people to further promote the spirit of revolutionary heroism. That spirit is also strongly spread on the province's key traffic works. With the effort of "overcoming the sun, overcoming the rain" to soon complete and put the project into operation, contributing to the completion of the regional traffic network and spreading new vitality, so that Ninh Binh can confidently step forward with the nation .

Over the past few days, the weather has been erratic, but the construction site of the North-South Expressway Expansion Project in the East, Cao Bo - Mai Son section, is still taking place very urgently. The contractor has mobilized maximum manpower, machinery and equipment to organize the implementation of 11 construction sites, including 6 road sites and 5 bridge sites.

At the Cao Bo bridge construction site, Mr. Hoang Thai Hao, a technical officer, and a group of workers took advantage of the favorable weather to speed up the progress of installing the iron frame to pour concrete for the bridge's foundation pillars. Mr. Hao wiped away the sweat rolling down under the harsh sun of the last days of April and said: "Since the project started, I have been working hard with my colleagues without thinking about days off. The construction team was divided into 3 shifts, 4 teams to both increase progress and ensure quality. We are fully aware that this is a national key project, so we encourage each other to work hard. Our efforts have also been recognized and promptly encouraged by the construction company, so even though we are tired, the workers are still happy."

Engineer Hoang Thanh Binh, representative of the Management Board of the North-South Expressway Expansion Project, Eastern section, Cao Bo - Mai Son, said: After 2 months of project implementation, officers, engineers, and workers of the contractor Xuan Truong Construction Enterprise have been highly focused, working overtime, and increasing shifts to speed up the construction progress. Up to now, the road section under construction for weak soil treatment has reached over 3,750m; the roadbed embankment has reached 420m/600m; the excavation and replacement of soil for bamboo piles has reached 73m; the road wicking construction has reached 110m. The Cao Bo bridge section under construction has drilled and poured concrete for 46/158 bored piles; the National Highway 10 overpass has completed exploratory drilling through the Karst cave at 8/8 pile locations, and completed 1 bored pile. At Quan Vinh bridge, exploratory drilling is underway for bored piles, and 7/14 pile locations have been completed. Cam Bridge is completing 1 bored pile... The total value of the main construction volume completed up to now is estimated at about 45/1,029 billion VND, reaching 4.37%.

According to the report of the Department of Construction, the North-South Expressway expansion project in the East, Cao Bo - Mai Son section, is one of the five projects assigned by the Prime Minister to supplement the medium-term public investment capital plan of the central budget for the period 2021-2025. The Ministry of Construction approved the investment policy and approved the project, assigned the Ninh Binh Department of Construction as the investor, and the construction contractor is Xuan Truong Construction Enterprise.

The project has a total length of 15.2 km, starting point connecting with Cau Gie - Ninh Binh Expressway in Hong Quang Commune, Y Yen District, Nam Dinh Province; ending point connecting with the North - South Expressway in the East, Mai Son - National Highway 45 section in Khanh Thuong Commune, Yen Mo District, Ninh Binh Province; scale according to the planning of a complete 6-lane expressway.

Immediately after the project started, the investor closely coordinated with the contractor to organize the construction with the spirit of "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", working "3 shifts, 4 teams" day and night, including Saturdays and Sundays. Mr. Nguyen Quang Minh, Deputy Director of the Department of Construction said: We will report to the Prime Minister to work with the contractor to find a solution for safe, fast, effective, and quality construction, to soon put the project into operation, shortening the construction time compared to the plan by 6-10 months. Strive to inaugurate the project by April 30, 2026 to celebrate the Liberation of the South and National Reunification Day. The project put into use will make an important contribution to meeting the increasing demand for transportation, reducing traffic accidents, and supporting the socio-economic development of Ninh Binh and Nam Dinh provinces; gradually complete the Road Network Planning for the period 2021 - 2030, with a vision to 2050; contribute to realizing the goals of Resolution 30-NQ/TW of the Politburo on socio-economic development, ensuring national defense and security in the Red River Delta.

Honored to be one of the two key traffic projects selected by the province as a typical project to start construction along with 80 projects nationwide to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day, right after the groundbreaking ceremony of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, the investor coordinated with related localities and contractors to speed up the implementation progress in all stages with the spirit of "Don't say no, don't say difficult, don't say yes but don't do"

The Prime Minister's message has urged the entire political system to get involved in urgently implementing the project. Mr. Nguyen Quoc Hung, Chairman of Yen Khanh District People's Committee, said: The total length of the Ninh Binh - Hai Phong expressway passing through Yen Khanh District is 13.95 km, with a total of 1,438 households affected by land acquisition in 6 communes. Up to now, 2.8 km of agricultural land in Khanh Nhac Commune has been cleared for construction. Currently, the Project Compensation, Support and Resettlement Council has declared and counted 1,160 households, and has paid over 62 billion VND. The district has built 5 resettlement areas, of which 3 have completed the selection of supervision consultants and approved the construction and installation bidding packages.

“We do not count the time or days off, we are constantly trying to mobilize and explain so that the people in the communes affected by the project understand, agree, and support the State in implementing key projects. Up to now, the site clearance work in Yen Khanh district has been quite favorable. The district is making efforts to complete the handover of clean site to the construction contractor as soon as possible,” the Chairman of Yen Khanh District People's Committee shared.

The Ninh Binh - Hai Phong Expressway Construction Investment Project, the section through Ninh Binh province, starts at Mai Son intersection with the North - South Expressway in Khanh Thuong commune, Yen Mo district; ends at the beginning of the Day River overpass in Khanh Cuong commune, Yen Khanh district; total length of 25.3 km; designed according to class A expressway standards, design speed of 120 km/h, with 4 interchanges, 12 overpasses and 19 underpasses for people, along with a system of service roads, drainage works, rest stops, ensuring synchronization, modernity and safety; total investment of 6,865 billion VND from the central budget and provincial budget; completion time in 2026 with a construction time of 20 months.

Mr. Pham Quoc Chinh, Director of the Provincial Traffic Construction Investment Project Management Board, said that this is an important project, creating new momentum for the socio-economic development of Ninh Binh province and the provinces of the Red River Delta. After completion, the project will combine with the Bai Dinh - Kim Son road along the Day River to form an East - West economic corridor in the North of Ninh Binh province according to the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister.

Ninh Binh province is highly determined, directing the entire political system to accelerate the progress of site clearance in the spirit of construction as soon as the site is available. We believe that with the determination of the Central Government, the province and especially the expectations and support of the people, the project will achieve the desired goals and progress.

Speaking at the groundbreaking and inauguration ceremony of the projects to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), Prime Minister Pham Minh Chinh emphasized: "These are projects that "turn the situation around and change the state" of the country's strategic infrastructure, not only a symbol of innovative development but also a deep gratitude to the generations of fathers and ancestors who did not hesitate to sacrifice their blood and bones for the independence and freedom of the Fatherland".

With that spirit, Ninh Binh is making efforts to work with ministries, branches, localities and enterprises across the country to create new development spaces, creating a foundation to promote the country's socio-economic growth and development, ensuring security and defense, constantly improving the material and spiritual life of the people, creating a solid foundation for the country to enter an era of strong development.
