The adjustment of the national land use planning is carried out in accordance with Resolution No. 52/NQ-CP dated March 18, 2025 of the Government, with the goal of allocating land resources reasonably, economically and effectively, meeting the requirements of sustainable growth, ensuring national defense, security, environmental protection and adaptation to climate change. The planning also aims to create a foundation for Vietnam to become a developed, high-income country by 2045. Representatives of the Ministry of Agriculture and Environment presented the adjusted planning figures. Specifically, the adjusted agricultural land area by 2030 is 26,782.32 thousand hectares, a decrease of 949.72 thousand hectares compared to the previous planning. For non-agricultural land, the adjusted area by 2030 is 5,840.14 thousand hectares, an increase of 943.66 thousand hectares compared to the approved plan. Of which, the area of national defense land increased by 0.71 thousand hectares, security land remained the same and other non-agricultural land increased by 942.95 hectares.
At the conference, Dien Bien province basically agreed with the land use adjustment targets until 2030, with a vision to 2050. Accordingly, the province agreed with the forestry land planning area until 2030 of 592,269 hectares, accounting for 62.08% of the total natural area of the province. However, after reviewing the Provincial Planning approved by the Prime Minister, the province proposed to adjust the forestry land area to suit the needs of socio-economic development, especially the development of key crops such as Macadamia and Coffee. Specifically, the province proposed to reduce the forestry land area from 592,269 hectares to 526,036 hectares, accounting for 55% of the total natural area of the province, a decrease of 66,233 hectares compared to Decision No. 109/QD-TTg.
At the same time, the reduction of forestry land area still ensures the forest cover rate by 2030 reaches 48%, while ensuring the ability to protect the watershed and socio-economic development of the locality. The proposed areas of planned protective forest land and production forest land are mainly swidden land, less vulnerable land, or land without forests, in order to create favorable conditions for farming and agricultural production of local people.
Concluding the conference, Deputy Prime Minister Tran Hong Ha affirmed that the adjustment of land use planning at this time is of great significance to the country's sustainable development. The Deputy Prime Minister requested that the planning adjustment must have a long-term, comprehensive vision, meeting the goals of the 10-year Socio-Economic Development Strategy 2021-2030, especially in the 2026-2030 period. The planning adjustment must create momentum for socio-economic and cultural development, while strengthening national defense and security, meeting the land use needs of sectors, fields and national development space orientation. The Deputy Prime Minister assigned the Ministry of Agriculture and Environment to continue to receive comments from the conference to complete the report, submission and propose solutions to ensure the allocation and rational and effective use of land resources, in accordance with the context of the country's development./.
