In order to solve the shortcomings of current land management software, VNPT has built and developed the VNPT iLIS software system, helping localities manage land databases based on digital technology in a comprehensive, smooth and effective manner, meeting the requirements of the Land Law that has just taken effect since August 1.

Multi-purpose, interconnected and modern system

The national land database is one of the six most important national database systems. The Land Law, which took effect on August 1, has devoted a chapter to regulating the land information system and the national land database, with the spirit that the system must be designed comprehensively, centrally, uniformly, synchronously, multi-purposely and interconnected nationwide.

In recent years, with the application of information technology in land management, many land management application software have been developed and used by units inside and outside the industry in localities. However, these applications have certain limitations and shortcomings such as no solution to exchange and share data with national information systems; no access to and use of modern technologies such as big data, artificial intelligence; no new architectural approach to solve the problem of a very large number of users and centralized data management at the national level.

Based on the above reality, as a leading digital service provider in Vietnam, having participated in many major projects on national digital transformation, Vietnam Posts and Telecommunications Group (VNPT) focuses resources and human resources to invest in developing the VNPT iLIS software system with the expectation of becoming a multi-purpose national land information system, performing well in sharing, connecting, and exchanging data with the national database on population and national geography. The system applies the most modern technologies of the 4.0 industrial revolution such as big data, artificial intelligence, blockchain technology, ensuring the processing of land-related operations at all 4 levels from the central to the communal level.

Along with connecting and communicating with other databases, VNPT iLIS helps authorities manage processes, transfer records according to steps and procedures for processing records at land registration office branches, manage land registration procedures, manage cadastral records and perform statistical reports according to criteria in a convenient, fast and smooth manner. VNPT iLIS also contributes to supporting the optimization and automation of the land database construction process, reducing digitization manpower, time and implementation costs. The system also meets the functions of building, updating regular changes and managing land databases. Technology, system design, overall model, meet the requirements for information systems serving state management, with the ability to expand and upgrade later.

With the above advantages, VNPT iLIS has received the attention of many localities nationwide. Some localities have piloted and put the system into operation, bringing great efficiency in land management, handling administrative procedures, bringing convenience to the government and people.

Synchronous, convenient

Tuyen Quang is one of the typical examples where the VNPT iLIS system brings efficiency in land management. This locality currently has 35/138 commune-level administrative units that have built a cadastral database. However, the system was built in 2012, has not been updated regularly, and has not been put into operation. In order to effectively use the invested funds, through the process of organizing the selection of a unit providing "information technology services for land database management information systems", on December 15, 2023, Tuyen Quang province and VNPT signed a contract to officially deploy the VNPT iLIS Land Management Information System for the provincial Department of Natural Resources and Environment.

The system has been interconnected with the national database on population, tax data, Tuyen Quang Provincial Public Service Portal, while ensuring the connection requirements and sharing of relevant data fields on land users between the land database and the national database on population. Thereby, when submitting land change registration applications at the Provincial Public Service Portal, people will receive financial obligation notifications via SMS or email; can pay fees and taxes online without having to go directly to the authorized bank or the State Treasury to pay as before. The system supports reducing costs, travel time and shortening the time to handle land administrative procedures for people and businesses.

The application of VNPT iLIS has helped Tuyen Quang province improve the efficiency of land management, increase the satisfaction of people and businesses, promote digital transformation, contribute to creating momentum for socio-economic development of the province, becoming a bright spot in the application of digital technology in land management. Along with Tuyen Quang, VNPT iLIS is being put into operation in many other localities such as Quang Nam, Tay Ninh, Binh Phuoc, Quang Ninh, Ca Mau, Hau Giang, Tuyen Quang, Hanoi, Dak Nong, Lang Son, Phu Tho, Kien Giang, Bac Ninh, Nam Dinh, Son La, Lam Dong and Bac Lieu.

In the coming time, VNPT will continue to promote the development and expansion of features serving the work of publicizing land information and land use planning information for people, allowing people to look up land information on the portal and applications on mobile devices through free and paid forms.

Service developers expect that with the pilot implementation and operation in many localities, continuous updating and improvement in accordance with regulations and practices, the VNPT iLIS system can be replicated nationwide in the coming time, meeting the requirements and policies of building an effective, transparent and modern national land information system and database, in accordance with the spirit of the 2024 Land Law.
