Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 79 directing ministries, branches and localities to effectively implement the Land Law, Housing Law and Real Estate Business Law, in order to create new momentum for socio-economic development and create a favorable investment and business environment for enterprises and people.

According to the dispatch, the Government, the Prime Minister, and local ministries and branches have urgently developed and issued detailed regulations under their authority to take effect from August 1 at the same time as the Laws, 5 months earlier than January 1, 2025.

In order for the new policies of these three laws to be effectively implemented in practice, the Prime Minister requested the Ministry of Natural Resources and Environment, the Ministry of Construction, the Ministry of Finance, the Ministry of Home Affairs, and the Ministry of Labor, War Invalids and Social Affairs to urgently guide and organize training for localities on the new policies stipulated in the Laws and detailed regulations to effectively organize implementation and bring the new policies into practice.

The Prime Minister also requested Ministers to direct the inspection, supervision and guidance of the issuance of detailed regulations according to the authority prescribed in the Law and Decrees detailing the implementation of the Law in localities, and report to the Prime Minister before August 20.

At the same time, Ministers of ministries also need to immediately review, announce, urge and guide localities to publicly announce administrative procedures on information portals, and publicly post them at places where administrative procedures are received according to the provisions of law so that people and businesses know, implement and monitor the implementation.

The Head of Government requests that ministries and branches, according to their assigned authority and functions and tasks, direct, guide, monitor and inspect the implementation of the Land Law, Housing Law and Real Estate Business Law; promptly guide and remove arising problems within their authority; and report to the Prime Minister on issues beyond their authority.

People's Councils and People's Committees of provinces and cities focus resources, ensure necessary conditions, direct the implementation of the Land Law, Housing Law, Real Estate Business Law, especially the implementation of new powers and tasks prescribed in the Laws.

For localities that have not yet issued detailed regulations under the authority prescribed in the Law and Decrees detailing the implementation of the Law, the Prime Minister requested that they be urgently completed before August 20.

The Prime Minister also directed People's Committees at all levels to urgently organize conferences in August to disseminate and train cadres, civil servants and public employees on new regulations of land law, housing law and real estate business law to ensure correct and complete understanding and unified, synchronous and effective implementation.
