On the afternoon of August 13, at the Party Central Committee Headquarters, under the chairmanship of General Secretary and President To Lam, Head of the Party's XIV Congress Document Subcommittee, the Standing Committee of the Document Subcommittee met to give opinions on the Draft Political Report developed by the Editorial Team based on the detailed outline of the Political Report approved by the 9th Central Conference of the 13th tenure.

At the meeting, Mr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Standing Member of the Subcommittee, Head of the Document Editing Team presented a report on the work that the Standing Member of the Subcommittee and the Editing Team have carried out since the establishment of the Subcommittee and the Editing Team up to now, and some key tasks for the 10th Central Conference of the 13th tenure...

Concluding the meeting, General Secretary and President To Lam highly appreciated and commended the efforts of the Document Editorial Team, which worked proactively and responsibly to submit to the Standing Committee of the Subcommittee the draft of the 5th Political Report. At the same time, he noted that the Editorial Team needs to carefully study the Resolutions of the Party Central Committee, the Politburo, the Secretariat, the Resolutions of the National Assembly and the Government... especially the documents that have just been issued during this term, especially the new policies and orientations that have been studied and summarized in practice, to filter and incorporate new perceptions, important policies and orientations into the draft Political Report.

General Secretary and President To Lam emphasized that the Political Report of the 14th National Congress must be a product of intellectual heights, a work that crystallizes the collective intelligence of the entire Party, people and army, as the late General Secretary Nguyen Phu Trong directed. Democracy and collective intelligence must be promoted, and there must be participation and contributions from central and local agencies, departments and branches, socio-political organizations and the people; the participation and contributions of former leaders, intellectuals, researchers and managers must be sought; and the results of scientific research at home and abroad must be focused on being exploited.

"The document is a torch that lights the way for us, it must ensure the crystallization of all the quintessence and values ​​of the past, present and future, it must ensure the principles of the Party's leadership and ruling, the interests of the nation, the well-being of the people, and the happiness of the people come first and foremost, the document must not be too long, it must be highly directional so that Party committees and Party members at all levels can absorb and implement it" - General Secretary and President To Lam emphasized.

Assessing that, in the past time, the working delegations of the Document Subcommittee have conducted practical surveys and worked with a number of ministries, branches and localities. From the results of these surveys and working sessions, General Secretary and President To Lam suggested continuing to find good practices and new models to generalize and raise the theoretical level, contributing to the formulation of policies and guidelines for national construction and protection in the new period. The spirit is that summarizing and evaluating the results of implementing policies and guidelines must be linked to the rapidly changing reality; it needs to be generalized but also cannot be general or emotional; what has been ripe, clear, and proven to be correct in practice, especially the practice over 40 years of renovation, this time needs to be affirmed and expressed in the Document.

General Secretary and President To Lam also requested that scientific seminars and workshops be organized soon to exchange and discuss in more depth a number of issues and contents in the draft Political Report. During the discussion and deliberations, it is necessary to be receptive, listen, respect each other's opinions, and create high consensus, especially on new and difficult issues.

Considering that the work of the Subcommittee, the Standing Committee of the Document Subcommittee as well as the upcoming Document Editorial Team is still very large, while there is not much time left until the 10th Central Conference, General Secretary and President To Lam once again emphasized the requirement that the Standing Committee of the Document Subcommittee must make great efforts to continue perfecting the draft Political Report. It is necessary to continue to spend adequate time and effort, coordinate, and closely and regularly contact the subcommittees and the standing committees of the other subcommittees to complete this extremely important and meaningful work with the highest quality and on schedule.
