According to the forecast of the Vietnam Register, if by October 2024, the Decree amending Decree 30/2023 and Decree 139/2018 is not issued, a series of registration centers (TTDK) will have to close due to suspension of operations for 3 months.

Hanoi and Ho Chi Minh City have proactively developed plans to respond to many situations in vehicle inspection activities in the coming time, but still need great support in terms of policies and human resources.

At this time, in Hanoi, there are only 2 operating centers, with the capacity to serve only about 6,000 vehicles, while in Ho Chi Minh City, there will be "a breakdown" when there are no more centers operating.

To overcome this situation, according to the Vietnam Register and the Departments of Transport of Hanoi and Ho Chi Minh City, the only way is to speed up the issuance of a Decree amending the Decree on the business of vehicle inspection services.

Mr. Dao Viet Long, Deputy Director of Hanoi Department of Transport, said that currently, the People's Courts of districts have tried 8 cases at 8 inspection centers, in which 31 inspectors were given suspended sentences.

If the revised Decree is issued, Hanoi will have this force of inspectors participating in inspection activities at the registration centers.

At that time, the police and military inspection force, as a backup plan, can be mobilized to support other localities, including Ho Chi Minh City.

However, Hanoi also proactively calculated a backup plan in case only 2 testing centers remain in operation, and proposed using equipment from closed testing centers, estimating that about 23 testing centers with 34 inspection lines could be utilized.

But there will be a shortage of about 40 - 120 inspectors, this is a very large number and according to Mr. Long, the support of police and military inspectors will be needed.

On the other hand, Hanoi has taken into account the roads and routes that may be congested due to people taking their vehicles for inspection. From there, Mr. Long suggested that the Traffic Police Department direct its forces to coordinate with traffic inspectors to organize traffic flow if congestion occurs during inspection.

On behalf of the Vietnam Register, Mr. Long suggested that Hanoi should pay attention to introducing inspectors for the TTĐK, especially senior inspectors.

In Ho Chi Minh City, if this Decree is issued before September, the local inspection centers will avoid being closed, but there will be a shortage of human resources when only 5 inspectors in the major inspection case were proposed by the prosecutor to be given suspended sentences.

Since then, Mr. Bui Hoa An, Deputy Director of the Ho Chi Minh City Department of Transport, has requested the Vietnam Register to try to resume operations of the 5006V Register (currently closed due to the expiration of the lease term).

On the other hand, at the end of September, Ho Chi Minh City also needs to immediately add 5 inspectors (including 1 senior inspector and 4 regular inspectors) to operate an additional inspection line.

Mr. An suggested that the Vietnam Register review and soon introduce this human resource to Ho Chi Minh City for proactive recruitment.

Mr. Nguyen Chien Thang, Director of the Vietnam Register, said that when receiving the inspection force of the Ministry of Public Security and the Ministry of National Defense, the Department will prioritize arranging support for the Registration Centers in Ho Chi Minh City and Hanoi because these are the two localities with a huge demand for vehicle inspection in the last months of 2024.

At the same time, request the Department of Motor Vehicle Inspection to compile statistics on the current status of inspectors, evaluate the general inspection capacity of inspection units to find human resources to recommend to Ho Chi Minh City to supplement according to the recommendation of the leader of the Ho Chi Minh City Department of Transport.

In the long term, the Vietnam Register will increase the number of training courses for inspectors, expand training by location and on demand to supplement the shortage of human resources as well as reserve resources when necessary.

The Ministry of National Defense and the Ministry of Public Security have prepared plans to support inspection centers in the coming time.

Proposal to require online appointment for vehicle inspection

At the conference to discuss solutions to support localities in case of congestion in road vehicle inspection organized by the Vietnam Register, Colonel Nguyen Quoc Thang, Head of the Department of Guidance, Registration and Vehicle Inspection of the Traffic Police Department - Ministry of Public Security, proposed to continue applying information technology solutions in scheduling vehicle inspection appointments.

Research on regulations requiring people to make appointments via the TTDK app to proactively choose inspection schedules, reduce the number of vehicles waiting, and avoid congestion in front of the TTDK.

Also avoid the situation where one inspection unit accepts vehicles with online appointments, while another unit does not, causing difficulties for people.

On the other hand, Colonel Nguyen Quoc Thang also said that if the Decree amending Decree 30/2023 is amended in the direction of removing the regulation of closing the inspection centers for 3 months if 2 or more inspectors have their certificates revoked, it is necessary to study sanctions to tighten responsibilities and strictly handle the heads of inspection units to increase deterrence.

On behalf of the Vietnam Automobile Transport Association, Mr. Dang Van Chung, Chairman of the Association for Oversized and Overweight Goods Transport, proposed that the Department of Registration quickly compile statistics on vehicles that are about to be inspected in localities.

From there, the association will issue a document recommending vehicle owners and businesses to register their vehicles before the period of potential traffic congestion, to avoid the risk of having to wait too long for registration, affecting daily life and business activities.

On the other hand, it is necessary to provide a list of inspection centers with an activity chart and a temporary suspension of operations according to the trial schedule integrated on the inspection app, so that vehicle owners and businesses can proactively choose the appropriate inspection center, avoiding wasting time.

In addition, Mr. Chung also requested the Vietnam Register, local Departments of Transport, the Ministry of Public Security, and the Ministry of National Defense to issue a document requesting clemency for the inspectors to receive a suspended sentence, have the opportunity to correct their mistakes, rebuild their lives, and make amends for their mistakes.

Because when the revised Decree is issued, they will be an important force to help maintain the operation of the TTĐK.

Mr. Tran Quang Ha, Deputy Director of the Department of Science, Technology and Environment - Ministry of Transport, said that after receiving and explaining the opinions of the Ministry of Justice and relevant ministries, branches and agencies, the Ministry of Transport has completed the amended Decree to submit to the Government. Hopefully, the draft Decree will soon be approved, issued and take effect from the date of signing to facilitate vehicle registration in the coming time.
